Inadequate

"Inadequate" is the term used in the latest published reports and aptly sums up the process, progress and production of the government's promised protection from flooding for all the residents on Lake Manitoba...Brian Pallister said, "After 60 years of inaction...we are focussed on completing this project"...and ALMS has never heard anyone voice an opinion that a northern egress was not needed !

As a watch group ALMS has done its best to support, question and to step UP to stay informed and to step IN to inform...in 2016 ALMS presented an option to the proposed channel project to the Premier and several cabinet ministers: ALMS Science expert Dr. Scott Forbes, U of Winnipeg, Garland Laliberte, Dean Emeritus of Engineering, U of Manitoba and Jim Collinson, internally recognized water mgmt expert and economist, presented a cost effective option utilizing existing infrastructure and less disruptive for the Lake St. Martin community.

Over the past 13 years we have been dismayed, then hopeful and now dismayed again to see government project managers and hired consultatnts come and go, leaving a trail of unmet consequential deadlines...

We have read fact sheets and newsletters, we have seen Technical Review Committees formed and we have attended many public consultations for Environmental Licensing and ALMS requested and met with MB Infrastructure on Dec 16/19 to discuss the many 'Detailed Conformity Gaps' aka inadequacies in their responses to the Canadian Environmental Assessment Agency...

ALMS took note of the unpermitted Portage Diversion repairs in 2018 that will allow more water and debris to enter Lake Manitoba and in 2017 ALMS prevented another flood by alerting the province to keep the Fairford running wide-open over the winter because of the high water levels in Lake Winnipegosis...

We were told of invitations to consult being sent to nearly 40 Indigenous groups and when we asked how these consultations were to be done, we were informed that that was up to the invitees ??? Realy !!!...

WHAT WE DO NOT HAVE IS THE NEEDED AND PROMISED FLOOD PROTECTION !?!

We are mired down in inadequacies in the environmental review process and until a mitigation project is approved we have no guarantee that we will not see a repetition of the 2011 flood. That is no way to live as Lake Manitoba property owners and we deserve better...

PLEASE LIVE UP TO A DECADE OF GOVERNMENT PROMISES AND MAKE THE REQUIRED "ADEQUATE" ENVIRONMENTAL RESPONSES NOW TO GAIN APPROVAL TO BUILD THE CHANNELS OR, CHOOSE ANOTHER OPTION FOR LAKE MANITOBA FLOOD MITIGATION !!!

Failing is not an option !
