Ms Kessler and Mr Darion, thank you for your patience with our computer / Excel spreadsheet issues.  

 
You will find attached corrected comments on the draft Lake Manitoba and Lake St. Martin Outlet Channels EIS from Manitoba Infrastructure as part of initial conformity review we have completed for Poplar RIver First Nation. We have added Treaty 5 to the letter sent to you because the proponents missed that treaty in the EIS.
 
This is a top level draft review of sections of the draft EIS in relation to the final EIS guidelines. On occasion we have gone towards more detailed review of the EIS itself. (V9 attached.)

Thanks for connecting with me.  As noted in my response to the broader Technical Advisory Group, we are able to consider comments received up until September 20th. Once you have located the referenced correspondence, if you would like to call to discuss any concerns rather than write up formal comments, I am also happy to hear from you that way. The conformity review is intended to make sure there is information presented that allows for a meaningful technical review, and the timeline will be longer for the technical review of a conforming Environmental Impact Statement. We will formally seek your views at that time.

Afternoon Ms Kessler, we are trying to locate correspondence between Manitoba and Poplar River First Nation about engagement and consultation. We have not been able to locate copies yet.
 
We need this correspondence to comment on the draft outlet channels EIS, especially engagement and consultation.
 
We would like a couple more days next week to get comments to you from Poplar RIver First Nation.

Good afternoon Technical Advisory Group members,
 
I am writing to inform you that Manitoba Infrastructure formally submitted the  Lake Manitoba and Lake St. Martin Outlet Channels Project Environmental Impact Statement (EIS) on August 30, 2019. Please see the attached letter sent from the Impact Assessment Agency of Canada (the Agency) to Manitoba Infrastructure outlining the next steps in the federal environmental assessment process.
 
The Agency is currently conducting a conformity review to determine whether the EIS meets the information requirements outlined in the EIS Guidelines. The guidelines were issued by the Agency to Manitoba Infrastructure on May 15, 2018 and are available on the Agency’s Registry Internet Site for the Project: https://iaac-aeic.gc.ca/050/documents/p80148/122691E.pdf.
 
The conformity review includes determining whether the requirements of CEAA 2012 and applicable legislation are addressed, whether the Agency’s guidance was considered, and whether there are any information gaps that would prevent the start of the technical review of the EIS.
 
Should you wish to provide comments to the Agency as to whether the EIS provides sufficient information to proceed to a technical review, the Agency requests your conformity comments by September 16, 2019 to allow for internal briefing and decision timelines. The Agency endeavors to conduct the conformity review within 30 days of receipt of the EIS.
 
The EIS will be posted to the Canadian Impact Assessment Registry Internet site and hard copies will be available once an EIS that conforms to the EIS Guidelines is accepted. During conformity review of the EIS, Technical Advisory Group members can access the EIS using the project Technical Advisory Group workspace on the Agency’s collaboration site: https://collaboration.ceaa-acee.gc.ca/WSHome.aspx?ws=Technical_Adivsory_Group&locale=en-CA. Instructions on how to access this site are attached.
 
If the EIS Conforms
 
If the conformity review concludes that the EIS meets the requirements of EIS Guidelines, the Agency will post the EIS and EIS Summary on its Registry Internet Site and will initiate a technical review, public comment period, Technical Advisory Group meetings, and consultation.
 
If the EIS Does Not Conform
 
If the EIS does not conform to the requirements of the EIS Guidelines, the proponent is required to submit a revised EIS or provide the Agency with additional information.
 
The Agency will notify you of its conformity decision once complete. Please let me know if you have any questions,
