• I am very concerned about the destruction of the trees, wetlands, and environment to, ironically, create batteries for electric vehicles.  The near Arctic is a very environmentally sensitive area home to caribou and many other animals.  Please don’t build a mine on their home.  Please look for other ways to obtain lithium and metals.   I am concerned that fish were caught to see what kind of fish live there.  Please switch to humane non lethal ways to identify animals.  I am very saddened that fish were killed to test for pollution.  Please stop lethal sampling and acute lethality testing of fish, frogs, birds, etc. Please switch to Non Animal Methods, or humane non lethal bio monitoring.  There are definitely effective non animal methods of ecotoxicology   Please do not build this mine.  It cuts right through the homes of Indigenous people, most of whom do not want their homes and traditional way of life destroyed by this proposed mine. • To whom it may concern, Enclosed with this submission is a report for consideration by the Impact Assessment Agency of Canada (IAAC) with regards to the proposed James Bay Lithium Mine. In this report, I have analysed some of the economic aspects of the project. With more than a dozen years of experience in the investment banking industry, I have knowledge of financial modelling, asset valuation and business strategy along with a strong grasp of both macro and micro-economics. This report was prepared as part of coursework for 'ENVI5001 Environmental Assessment' at Dalhousie University, where I am a first-year candidate in the Master’s in Resource and Environmental Management program. Through this course, I have received training in the history, principles, and procedural elements of the federal impact assessment process. Summary of recommendations The agency should request a thorough assessment of the cumulative impacts of current and proposed mining projects on the economic landscape of the region. The agency should request a more detailed financial analysis from the proponent to understand the true profitability of the project. The proponent should aid the provincial and local governments in assessing the skills gap in the local workforce. Due consideration should be given to the forecast growth of the mining sector in the region. They should also monitor the evolution of the workforce over the duration of the project. The proponent should provide an estimate of the implicit cost of infrastructure provided by provincial and federal governments. This cost would offset some of the mining royalties ...

• Page 1 of 11 Executive Summary This report evaluates the economic impacts of the proposed James Bay Lithium Mine Project in Québec which is at the public consultation phase of the impact assessment process. The key findings are • The benefits to local business may be overstated and the negative impacts need further investigation. • The economic benefits to the Cree Nations are unclear. This may be due to the presence of a confidentiality clause in the impact benefit agreement (IBA). • The local workforce may need to enhance its technical skills to participate in and benefit from the operational and closure phases of the project. • The economic benefits to residents of the region may be distributed unevenly. Local, provincial, and federal government may need to devise measures to mitigate these impacts. • The implicit costs associated with the provision of public infrastructure are not accounted for. • Mining royalties may need to be reevaluated to allow for a more equitable distribution of profits from the project. • The profitability of the project for the proponent may be underreported. Background Galaxy Lithium (Canada) Inc. (hereafter referred to as “the proponent”) is a subsidiary of Allkem Limited, an Australian mining corporation. Depuis plusieurs années, la Ville de Matagami suit avec attention le développement du projet James Bay Lithium. Des premiers forages d’exploration sur la propriété jusqu’au dépôt de plus récentes études, nous avons porté notre attention sur les activités entourant le projet. D’entrée de jeu, nous appuyons sans réserve le projet; ce dernier représente un élément essentiel pour assurer l’avenir de notre communauté pour faire suite à la fermeture de mine Matagami en juin dernier, ce qui a causé la perte de près de 300 emplois et la disparition de plusieurs dizaines de millions de dollars dans notre économie. Nous sommes évidemment à la recherche d’opportunités d’emplois et d’affaires pour notre population locale, mais notre appui se fonde essentiellement sur la démarche de collaboration que les dirigeants ont toujours eue avec Matagami, soit en participant à des événements locaux, en rencontrant la communauté ou en devenant partenaires d’initiatives porteuses pour toute la région et le Québec comme le développement de la filière du transport automatisé, que nous tentons de développer depuis plusieurs années. • The University of Waterloo’s Environmental Assessment Review Society has completed its evaluation of the James Bay Lithium Mine Project (#80141) proposed by Galaxy Lithium (Canada) Inc. It is our opinion that the project proposal should be approved under certain conditions that we have listed below. We acknowledge the implications of mining projects but also understand the potential for lithium to fuel a greener Canadian economy.   The environmental impacts of arsenic can be devastating to not only people drinking from contaminated waterways but also to aquatic, avian, and terrestrial species inhabiting the area. As proposed currently, the James Bay Lithium Mine project would result in the creation of an arsenic contaminated pit and mining effluents. More specifically, the arsenic concentrations would range from 0.20 to 0.23 mg/L until approximately 60 years after cessation of operations, nearly 3 to 4 times the lifespan of the operation itself. These concentrations exceed federal regulations and would deteriorate the quality of the surrounding ecosystems for decades to centuries, posing risks to species inhabiting the area which have not been accounted for by the proponent. We believe that Galaxy Lithium (Canada) Inc. (now Allkem after a merger) should first acknowledge the imminent risk associated with this project. Secondly, we believe that Allkem. should implement mitigation measures to ensure that the arsenic contamination will not persist in the surrounding area following the closure of the mining operation if they hope to continue this project.
