DFO has no further comments on the draft EA report or draft potential conditions for the Project proposed by Manitoba Transportation and Infrastructure. DFO would like to note that comments were provided on the draft items prior to the public comment period and while some of these comments were addressed in the conditions document, others remain outstanding. DFO acknowledges that final edits are made at the discretion of the Impact Assessment Agency of Canada (IAAC).

Clarify if the P6 road network will eventually be connected to the rest of the east- side road network and if so, include in cumula7ve effects. 3.2.1 Road alignment Water crossing type over God’s River Culvert design Burrow areas and quarries Temporary construc7on camps and laydown areas MTI has indicated road alignment near MSCN (see current winter road corridor), water crossing infrastructure over God’s River, culverts (type, loca7on, number), quarries and burrow pits, temporary work camps and laydown areas have not been finalized. If these infrastructure pieces are finalized aXer licencing MSCN will require funding/ capacity to meaningfully review and community review.   • Page 1 of 7 December 8, 2025 Attention: IAAC - Manto Sipi Cree Nation (MSCN) comments for IAAC’s draft Environmental Assessment Report and Conditions for P6 This P6 material is being submitted for Manto Sipi Cree Nation (MSCN) by Whelan Enns Associates Inc - who have provided our Nation technical support regarding P6 since the start of the P6 regulatory process. Manto Sipi Cree Nation wishes to thank IAAC and its staff for the in-person meeting about P6 in Winnipeg, December 4, 2025. The opportunity to discuss it together, based on previous and then draft responses to the IAAC Draft P6 Report was appreciated. Chief Yellowback was not able to attend – and provided direction and messages. Throughout this very long review period, IAAC and CEAA staff have been a help to MSCN and our technical advisors. MSCN appreciates that our P6 comments in 2019, 2025 and this second 2025 submission - based on the IAAC Draft P6 Report - are in the IAAC public registry. With a go ahead from the Chief, technicians for MSCN provided important additional information to IAAC in the December 4 meeting. ECCC has invested resources, and provides support and encouragement for our Indigenous Led Area Based Conservation project. We are aiming for significant boreal ancestral protected land, and a range of land protection, conservation and management decisions. The IAAC staff viewed the map of our ancestral lands/project area for this Two Eyed seeing initiative. During 2024 and 2025 a team of biologists have conducted multiple species inventory field studies to inform future decisions about land. Guides from the community assisted each field trip.   • 1 MSCN Comment on MTI Response to IAAC Information Request Project 6 – All-Season Road Linking Manto Sipi Cree Nation, Bunibonibee Cree Nation and God’s Lake First Nation QUESTION IAAC IR1-05: (relates to lack of detail described for mitigation measures) • Proponent response indicates that details regarding mitigation cannot yet be provided as detailed design has not been developed due to lack of funds to continue developing the road project. • Lack of information and timelines for P6 construction while seeking permanent licensing indicates that new data, full design and added public and community reviews are required before any permanent licence is issued. Climate change impacts alone plus significant changes in costs between now and actual final design provide a basis for access to information, filings, review periods, and final decision making for licence to be made on update information and review results. • Proponent indicates that such generalizations (lacking in detail) were sufficient in other EIS. The proponent appears to be telling us that what was done in other “P” projects over the past is adequate for P6. This project is intended to be much farther north in the boreal region than the others. Other road projects in Manitoba have dated previous EIS products that do not reflect either CEAA Guidelines or IAAC Guidelines for First Nations/Indigenous Peoples. They had fewer kilometers in staged lengths or had fewer waterway crossings, or different species mixture. This P6 material is being submitted by Whelan Enns Associates Inc - who have provided our Nation technical support regarding P6 since the start of the P6 regulatory process several years ago. We are concerned about the insufficient review period for a 900 page document that was not accompanied by a listing of IR comments by IR number, page number and title. Anything less than three weeks to review this much material should be avoided. Long weekends do not belong in a regulatory review period. MSCN has been able to approach certain assessment topics of importance to our Nation. The review period did not allow comments on all content of importance to us. There are certain patterns in the MTI responses to IAAC IRs that are surprising - and show a lack of knowledge, and what an Elder could point to as disrespect. Our traditional land is not the traplines only. What was our tradition and ancestral land then before there were Crown regulated traplines? MTI lacks what it takes to understand, respect and consult our people. This error is repeated over and over again in the MTI responses to IAAC IRs. We are concerned that this assumption may have been made by MTI about other affected and potentially affected First Nation participants. Comments to the IR responses are requested by September 18, 2025 (less than one month later). The attached file contains responses to 90 IRs, spanning 976 pages. The timeframe for review does not reflect the amount of information returned by IAAC. Also noted during my review: many responses rely, at least in part, on the ‘precedent’ approach- justifying some aspect of the P6 EIS because it was similar to and sufficient for other federally reviewed environmental assessments (P4 and/or P1).
