At this point I should also note that I am working with the Livingstone Landowners Group, so that an in-depth analysis of the entire document may be presented to the Hearing Panel, whenever Benga manages to produce a reasonable product. Most of my remarks will be in the area of human health. To comment in that area, however, I must also venture into areas as diverse as wind effects and air quality, water quality, and dam engineering and safety. Dam Safety and Human Health My first comments relate to dam safety. It is notable that some of the mine-related ponds and dams are located adjacent to Blairmore Creek. Should those structures fail, the resulting material will flow rapidly down the creek channel, which leads directly ...

  • April 29, 2020 Dear Panel Manager: Further to our letter dated April 28, 2020, we would like to add the following information, since we received it after submitting our April 28 letter. Regarding paragraphs three and four in our April 28 letter, Alberta Environment and Parks emailed us details about 2 of the dispositions listed on Page 12 in Addendum 11 (under the section of Land Use and Management). For PNT090087 and PNT090084, Michael Taje, Public Land Management Specialist for the South Saskatchewan Region emailed us the following: “…clearance for the PNTs would come from our Rangeland Department. The submission would have to be in writing and a plan with how they are going to manage the concerns associated with the PNTs. To date Alberta AEP Public Lands has not seen any request for clearance for the PNTs. For these two dispositions, we question how this shows Benga is “working towards obtaining the necessary consents…” Yours truly, Victor and Barbara ...

  • April 28, 2020 Dear Panel Manager: We have the following concerns and questions regarding Addendum 11 dated March 2020, submitted by Riversdale Resources. The section on Air Quality from pages 2 to 10 only discussed data collected on wind speeds and equations used to calculate “potential wind-blown dust generation”. Our concerns and questions from our letter of October 21, 2019, has not been addressed. Except for vague generalities on Page 8 about keeping “trees and bushes preserved around mines, plant and loadout… Reduce the generation of wind-blown dust…Envirobind DCT will be applied…” No specifics have been given. The only drawing we were given shows a loadout approximately 30 meters high. There was no landscape design included in the package showing where these trees (or the size of trees or berms) will be planted or left around the mine sites and loadout. There are no details about how these “green belts” will be maintained. There is still no response ...
