(14 Mt) • This one project would crank up B.C.’s emissions by 18 to 22 per cent Surely we have passed the point of no return for greenhouse gas exports? Thank you for allowing me to voice my support for the Pacific Northwest LNG Project. I am a local partner of MNP LLP, which employs 25 people in Fort St. John. Our business indirectly supports the natural gas industry. I am very familiar with Progress Energy who will produce the natural gas to be liquefied by Pacific NorthWest LNG. Progress Energy’s drilling activity is a major contributor to the local economy in northeast British Columbia. Without Pacific NorthWest LNG, Progress Energy’s drilling activity would slow significantly and that would negatively impact many businesses like ours. I want to see economic growth in northeast BC. I want our business to grow. I want to be able to hire more employees. Approving Pacific NorthWest LNG will help to make those goals a reality. I urge the Government ...

I have resided in Fort St. John since 1974. The natural gas industry has always been the backbone of our economy. Over the years, northeast British Columbia has relied on many companies, including Progress Energy, Shell Canada, CNRL and others, to drive our economy. It is not only northeast British Columbia who benefits from natural gas exploration and drilling. The Province of British Columbia and indeed the rest of Canada benefits from the industry through employment, tax revenues, tax sharing etc. Many people from eastern Canada have been able to provide for their families through their employment in the west, not having any industry to support them in their own provinces. I believe we need to be competitive in this industry and get our gas to market. We certainly don’t want to be upstaged by the United States. We should support Pacific NorthWest LNG and the jobs it will create. ...

In watching this project proposal unfold, I have been dismayed at our provincial government's lack of oversight, environmental prudence and constitutionally enjoined respect for First Nations. I would also caution you that our premier, Christy Clark, does not represent the main stream of voters' opinions with respect with to this issue. The Skeena Estuary is an incredibly important and rich ecosystem that provides our northern communities with wild salmon, halibut, shellfish and seaweed. We live off of these resources, and fishing helps to contribute to our economies and overall well-being. Flora Bank, adjacent to Lelu Island, is an essential eelgrass nursery that salmon and eulachon need to survive. Indigenous knowledge of this area states its unique importance, and independent science dating back to the 1970s verifies Flora Bank is critical to their survival. The adverse effects of the Pacific NorthWest LNG plant proposed on Lelu Island cannot be mitigated. It was a moment of great relief and celebration for me when the Lax Kw’alaams First Nation voted to reject the facility despite a $1.4 billion offer from Petronas. Their decision strengthened my faith in the collective capacity of human beings to recognize our responsibilities to, and vital interconnections with, other species and the fresh and salt waters on which our lives depend. I am beyond furious that the BC government and the Canadian government would continue to entertain this proposal from Petronas when the most directly affected First Nations community has so clearly indicated their opposition. The Lax Kw’alaams First Nation depends on the life in the Skeena estuary for their cultural survival and physical well being. To forcefully dispossess this community of their livelihoods and their millennial relationship with creatures like the wild salmon would be an act of colonialism in its most naked form. The Lelu Island Declaration – a document vowing to protect the Flora Banks site from LNG development – was signed by First Nations from across the Skeena watershed, Grand Chief Stewart Philip of the Union of BC Indian Chiefs, as well as several MLAs, an MP, and many other Canadians. ...

I know there are two issues of concern related to the environment – the effect on harbour porpoises and greenhouse gas emissions. But I am also led to believe the effect on the porpoises is related to noise during construction and mitigation measures are being considered. In fact these were outlined in a letter from the Department of Fisheries and Oceans to the CEAA. As for the increase in greenhouse case emissions, this is a global problem requiring a global solution. For your reference, over the last 40 years, I practiced law in the province of Alberta (with a national and international reach); currently serve, and have served, on the board of directors on numerous Canadian public and private companies. As well, I served as the Vice-Chairman Canada, Investment Banking, for a global bank. Further, I have been involved in Canadian public policy over the years including, being on the board and/or executive of the Public Policy Institute of Canada, the Institute of Development and Research of Canada and the Canada West Foundation. I respectfully and strongly support for the development of the Canadian LNG export industry generally, and the PNW Project, in particular, for numerous reasons including: 1. LNG IS ENVIRONMENTALLY FRIENDLY (FOR CANADA & THE WORLD) ….As you well know: a) LNG is odorless and non-toxic and non-corrosive. It leaves no residue on water or in soil. If “spilled” there is 100% evaporation. <contact information ...

V7Y 1C6 Re: Pacific Northwest LNG Project CEAA invitation for public comment Dear Sir or Madam, Today is the last day to comment on the CEAA report for the project mentioned above dated Feb. 10 with a deadline of Mar. 11, 2016. I wish to make the following submission after much thought and careful consideration. At a time when the unemployment rate is near three year high (Statistics Canada) with sluggish economic outlook, as a Canadian citizen greatly concerned for our nation’s economy and our people’s living, I believe we need to seize this opportunity to capitalize on our LNG export potential. “The export of LNG could facilitate Canadian natural gas production growth and result in significant investment, jobs and economic growth”, as indicated by Natural Resources Canada. Meanwhile, we recognize that Lelu Island has been a particular contentious aspect of the project over concerns that it will harm juvenile salmon habitat. “A worse location is unlikely to be found for PNW LNG with regards to potential risks to fish and fisheries,” according to the letter sent by a group of scientists. We know the analysis of replacing coal or diesel in Asia by LNG is outside CEAA’s scope, but it is our pride and responsibility to help fight climate change on a global scale by reducing greenhouse gas emissions. I urge all sides to weigh the benefits against the potential impacts and at the same time, address the environmental concerns. Thank you for your consideration. Yours truly, The Honourable Victor Oh Senator – Ontario Sent via ...

I am writing to express my utmost concern and opposition to the Pacific NorthWest LNG Proposal. Firstly, this project is being proposed on the un-ceded and un-surrendered territories of the Lax Kw’alaams Peoples, who voted unanimously to reject the project. Under Canadian Law, common-law occupancy rights (now known as the doctrine of collective native title) and the Doctrine of Legal Continuity dictate that rights to land can only be extinguished through treaty. Moreover, if Indigenous Peoples inhabit a territory and their title has not been extinguished through treaty, their laws remain in force. Thus, not only is this project breaking Indigenous Law by assaulting their lands and livelihoods, but Canadian law as well. If this project is pushed through despite overwhelming opposition from First Nations, settler allies, environmentalists, scientists, Skeena Watershed Conservation Coalition, Friends of Wild Salmon, and the Canadain Centre for Policy Alternatives, it may be taken to the supreme court of Canada and the BC government has a high probability of losing. Under section 35 of the 1982 Constitution Act, "existing aboriginal rights and treaty rights are hereby recognized and affirmed." This maintains the doctrine of common law title, legal continuity, and the Royal Proclamation. Moreover, "treaty rights" means existing treaties, future ...

I ask that you give limited weight to the opinions and requests of paid protest and lobby groups who are funded by non-Canadian dollars. Pacific Northwest LNG will increase local and global ghg emissions, and when combined with the upstream emissions from the natural gas drilling is likely to lock in higher ghg emissions for a generation. This puts Canada's INDC, 2030 ghg target and Paris commitment to keep temperature rise to less than 2 degrees. LNG proponents believe that use of LNG will decrease downstream emissions by replacing coal but I doubt this. Once an LNG power station is built it will remain in operation for 25 yrs plus. This puts in danger the objective of removing fossil fuel use and with the every increasing speed at which renewables are declining probably increases emissions in the medium term and locks BC in to the wrong type of economic handcuffs. Please reject this proposal. Kind regards Neil <contact information removed> From: neil dobson <email address removed>

Some of these concerns are outlined below: -"The Lax Kw'alaams First Nation already voted 100% against this project in May, despite an offer of $1.4 billion from Petronas." -"The Lelu Island Declaration was signed by First Nations leaders from across the Skeena watershed, as well as Grand Chief Stewart Philip of the Union of BC Indian Chiefs, MLAs Jennifer Rice, Doug Donaldson, and Robin Austin, and MP Nathan Cullen, to protect the proposed site – and its salmon – from LNG development." -"The project is proposed on top of the most important wild salmon habitat in the entire Skeena river estuary. Dr. Jonathan Moore (Simon Fraser University) and the Skeena Fisheries Commission found in 2015 that 20 times more juvenile salmon rely on the Flora Bank eelgrass habitat than any other eelgrass area in the Skeena estuary. A location that poses more risks to Skeena salmon has not been found. Despite this, the CEAA draft report is incredibly superficial in its discussion of risks to salmon, giving only 4 pages to the agency's analysis and conclusions of the risks to marine fish (p. 64, CEAA draft)." -"Baseline data gaps and scientific inaccuracies still exist in the draft report, despite the extended CEAA ...

Many other aspects were also found to be safe. That's good enough for me because natural gas exports will create responsible revenue sources so that Canada can continue to be a global beacon of peace, prosperity and good government. I agree Ottawa has a job to do on climate. Natural gas has a positive part to play in this mission, and I'm proud of how things are being done today. China has dirty, poisonous, high carbon coal that's deadly to its miners and its breathers. 3. China's cities are choking to death. 4. China's choking cities are west of Canada. 5.
