Progress Energy’s drilling activity is a major contributor to the local economy in northeast British Columbia. I believe there is enough science and the word of over 130 scientists as well as those of the Russian contingency to make even the simplest person understand how absolutely insane the installation of this project would be in such an environmentally sensitive area. The fact that it was even considered and allowed to be built to the point it is, is all due to a corrupt Conservative Harper gov't. But it can still be avoided. Desecration and destruction of a pristine area that salmon use as a transitional point and a nursery, speaks for itself as a good enough reason to put this all to an end. In addition the incredible impact on land and water, the fact that little Lelu Island would be one of the largest sources of greenhouse gas emissions in Canada goes against everything our new Prime Minister has promised to Canadians. Enough is enough. My thought is that if those making the final decision were promised that a severe punishment would be handed down to them should they approve any project that created harm, destruction, negative changes to the environment including air, water and land, in and around Lelu Island, and impacted First Nations and locals in a substantially negative manner - there would be not one person supporting this project.   • Mar 11 2016    Pacific NorthWest LNG Project  Canadian Environmental Assessment Agency  410‐701 West Georgia Street  Vancouver, British Columbia V7Y 1C6    Via email: GNLPacificNorthwestLNG@ceaa‐acee.gc.ca    Dear Canadian Environmental Assessment Agency,  I am asking the Government of Canada to approve Pacific NorthWest LNG’s environmental certificate as  well as offer my support for all Pacific NorthWest LNG projects.  After reviewing the draft I disagree with the upstream activity levels of GHG emissions being considered  in this report.  I feel that if you are going to take the net negative effects of LNG production and use into  consideration, you must account for the net benefits of LNG production and use, for example the use of  Natural Gas for energy vs. use of Coal for energy.     With the existing industrial area surrounding the proposed project and commercial fishing activities, I  believe the impact on the porpoise long term will be negligible as they have already been exposed to  these types of industrial activities and following construction of the plant/terminal there will be minimal  disruption to them.  Also, with the additional revenue to the province, we will be able to devote funding towards furthering  conservation and habitat management across the entire province not only in the Prince Rupert area and  not only for one species.   Thank you   Jeff Thompson

In principle, I am not opposed to the development of British Columbia’s LNG industry, but I believe strongly that any industrial development in northern British Columbia should take great care of and consideration for fish, wildlife and wilderness. The type of wilderness and the wildlife that northern BC contains has largely been squandered elsewhere. For this reason, any development deserves an extra degree of caution and scrutiny. I recently read a book written by David Montgomery, called “King of Fish: The Thousand-Year Run of Salmon”. The book chronicles the progressive decline of salmon runs around the world. It begins with English and European populations and then moves to North America, first the East Coast and then California, Oregon and Washington. In each of these places, the causes and pattern of the decline was similar. It began with fishing pressure and ended with degradation of habitat, often due to the extraction or utilization of natural resources. The tragedy of the tale lies in the manner in which the pattern repeats itself again and again over 1000 years. I wish to make the following submission after much thought and careful consideration. At a time when the unemployment rate last month is near three year high (Statistics Canada) with sluggish economic outlook, as a Canadian citizen greatly concerned for our nation’s economy and our people’s living, I believe we need to seize this opportunity to capitalize on our LNG export potential. “The export of LNG could facilitate Canadian natural gas production growth and result in significant investment, jobs and economic growth”, as indicated by Natural Resources Canada. I am a tax paying Canadian who has been employed in the oil and gas sector for most of my young life directly around Fort St John, in the Montney Shale formation where this development will occur if the project moves forward. I'd like to articulate a few points that I, as a law abiding and high income tax paying Canadian, would like to be heard. Environmental Risks relating to Climate Change To begin with, LNG has been shown to be by far the best option for fossil fuels compared to oil and coal. Greenhouse gas emissions are shown to produce 30% less C02 than Oil, and a whopping 45% less C02 than coal burning plants. Currently, China has 363 coal burning plants planned for construction, and India has 455 coal plants planned as well. This will release terrible amounts of emissions, and I think that it's important for Canada to do what it can to assist in the responsible production of a much cleaner product. We are less than a 'blip on the map' globally for emissions, however I as a Canadian do think that it's important for us to do what we can to assist the world as a whole to reduce it's greenhouse gas emissions until us as a species are able to ween off completely from fossil fuel dependence. Not only is natural gas much less C02 emitting, there is a major reduction in Carbon Monoxide as well as particulate matter that has an impact on smog and air quality globally as well. It's time to say good riddance to dirty energy because ITS 2016!! The report states that the project would have “irreversible” impacts on the climate, as it would add at least 11 million tonnes of carbon dioxide equivalent to the atmosphere every year. Environment and Climate Change Canada advised that the Project would be amongst the largest single point sources of greenhouse gas emissions in the country, ranked third among emitters in the oil and gas sector (p.36, CEAA draft). The project is proposed on top of the most important wild salmon habitat in the entire Skeena river estuary. Dr. Jonathan Moore (Simon Fraser University) and the Skeena Fisheries Commission found in 2015 that 20 times more juvenile salmon rely on the Flora Bank eelgrass habitat than any other eelgrass area in the Skeena estuary. A location that poses more risks to Skeena salmon has not been found. Despite this, the CEAA draft report is incredibly superficial in its discussion of risks to salmon, giving only 4 pages to the agency's analysis and conclusions of the risks to marine fish (p. 64, CEAA draft). Baseline data gaps and scientific inaccuracies still exist in the draft report, despite the extended CEAA process. For example, the report states that “marine habitats around Lelu Island are representative of marine ecosystems throughout the north ...

I’d like to add that I have faith in our new federal government to make the right choice. Our LNG will serve to replace coal in these markets and will reduce worldwide GHG. LNG shipped to Asia will reduce the use of Coal for power as Asian economies are attempting to wean themselves off coal due to their local pressure. I was alerted by these two important problems that this project imposes: The project is proposed on top of the most important wild salmon habitat in the Skeena river estuary. Previous research done by the Canadian government identified the importance of Lelu Island and Flora and Agnew Banks to juvenile salmon and concluded that a massive industrial project in this part of the Skeena estuary could have catastrophic impacts on Skeena salmon. In 2015 Dr. Jonathan Moore from Simon Fraser University and Skeena Fisheries Commission scientists found the area contains 25 times more juvenile salmon than anywhere else in the estuary. Their research also highlighted that critical habitat of Flora, Agnew and Horsey Banks could be destroyed from construction of the suspension bridge and jetty, underwater blasting, dredging of a million cubic meters of sand and rock, trenching of the underwater pipeline, and dredging of toxic chemicals previously deposited by a decommissioned pulp mill in the sediments. Without Pacific NorthWest LNG, Progress Energy’s drilling activity would slow significantly and that would negatively impact many businesses like mine. I want to see economic growth in northeast BC. I want my business to grow. I want to be able to hire more employees. Approving Pacific NorthWest LNG will help to make those goals a reality for me and many of my clients.
