  • I feel that the economic benefits of this project are founded upon an impossible value for oil. Those benefits are in risk. before the project even starts.  If the project proceeds, the considerable damage to the environment, fresh water and groundwater, and endangered animals will definitely occur, whether or not the project is profitable, whether or not any of the economic benefits are realized. Without economic viability, promises of recovery and reclamation of the lands after the project will never materialize, leaving governments on the hook for those costs, and impacts.  Moreover, this project will blow away any hope of Canada attaining emissions targets, or of keeping climate change in check. As I understand that, that's before you consider emissions from refining and using the tarsands oil that project sponsors hope to export. We need to leave it in the ground, stop the subsidies to big oil, and redirect efforts to support transition of the economy to green, non-carbon alternative industries.

  • Given that all of us (people around the world that is) are still consuming products made from oil and will continue to do so for some time, which new projects, worldwide, should we (Canadians) support as a better alternative to the Teck Frontier project, and what are the comparison details?  It seems to me that there are challenges and environmental impacts with all oil projects.  If the Teck Frontier project is the worst of the lot, then insist that they improve it.  If it is as good or better than other projects around the world, then it should proceed, thus diminishing the likelihood of the projects that are worse proceeding. Simply clamouring to block it, while worse projects proceed elsewhere, doesn't make any sense.

  • but there’s plenty of oil sands in the area already.  Migratory birds and year round wildlife are already too much affected by all the development.  And the market really is not asking for more oil sands.  I fear all the oil sands will suffer the same fate as the orphan wells and leave taxpayong Albertans of the future holding the bill.

  • For the best interests of the Albertans, the Frontier Oil Sands Mine Project should not be approved, because it will not be economically viable as oil price falls sharply when the whole world moves away from dependency on fossil fuel. The current economical difficulty that Alberta is suffering has its roots in the mistaken priorities of former federal and provincial governments which heavily invested in the development of oil sands. That failure is the best indication that investing in oils sands no longer make economical sense in today's world. Since 2006, the world has changed a lot. The world will change even more and the climate will change even more in the next 15 years. The socio-economical conditions for an economically viable oil sands development wll soon stop to exist, if it has ever existed without subsidies. We must not repeat the mistake Canada and Alberta made under the former governments.   • My concerns on the proposed Fronteir Mine are as follows: However laudable or cutting edge Teck's proposed reclamation plan may be, it is not guaranteed to work. Seedlings will not consume carbon at the same rate as adult trees and like young everywhere they are more vulnerable to disease, heat, cold, heavy rain, hail and fire. Soil microbes do not always recover from disturbance or pH changes. Mature forest is full of balanced equilibriums involving mammals, birds, vascular plants, mosses and lichens, bacteria, fungi, insects, water, and soil. These take many generations to establish and given the climate is already changing, it may not be possible to do so. Teck's data as posted on their webpage Biodiversity and Reclamation shows an annual and overall trend of more land being disturbed or re-disturbed than reclaimed between 2015 and 2018, suggesting even their proactive methods are not very effective. A government that has pledged to get Canada to net-zero emissions by 2050 cannot do so if it is growing greenhouse gas emissions at the same time. Again, Teck's proposal to reclaim as they go will not adequately balance carbon released by the killing of mature trees, the extraction and processing of bitumen, or the use of herbicides and fertilizer that may do more harm than good to the ecosystem Teck intends to re-establish. We already have a perfectly good carbon sequestering system in Alberta's boreal forest: continuing to dismantle it for economic gain makes no sense.   • I oppose the mine due to the destruction of our precious forrests, the long term impacts on water, wildlife, climate change.  The local air quality, water supplies and safety of the people will be severly affected.   • As an Albertan, I acknowledge the prosperity the oilsands have brought to Alberta and to Canada. I also acknowledge that Albertan families are suffering due to job losses in the oil field. However, the jobs created by the Teck mine will come at the cost of the environment and will contribute to climate change. Climate change is a significant threat to human health - in fact, the World Health Organization states "climate change is the greatest threat to global health in the 21st century". The approval of the Teck mine runs contrary to the goals of the 2015 Paris Agreement that Canada signed onto. Let all levels of government in Canada instead work with Alberta's highly skilled workforce and invest in the transition to renewable energy: investments in renewable energy infrastructure and research so that Alberta and Canada become global leaders in renewable energy; most importantly investments in job re-training for those that work in the oil industry so they can prosper in the renewable energy industry.

This project will introduce nearly 5,000 hectares of tailings ponds that have indirect and direct lethal impacts on migrating birds. The conditions proposed are not effective at mitigating lethal impacts of tailings ponds, and will not address the long-term—and often irreversible—loss of wetlands and old-growth forest habitat. Stronger conditions should be added that appropriately address the risks that tailings ponds pose to migratory birds.

  • I am strongly opposed to approval of this mine. At a time when we have only 10 years to reduce greenhouse gas emissions by 45% to have a 50% chance of staying under 1.5 C of warming, opening such a collosal greenhouse-gas emitting enterprise is both folly and directly contrary to the government's pldege to be carbon-neutral by 2050. Not only is the PRODUCTION of fossil fuels already the biggest generator of greenhouse gases in this country (at 27%), Canada produces some 3% of all the world's fossil fuels (with less than 1% of the world's population). Approving the Teck mine would be both immoral and irresponsible.

I found it interesting but it took me sometime to find what you folks were going to use for an energy source, natural gas. Yes, natural gas has a lower CO2 output than burning coal or bitumen. However, there is a energy source which is carbon free, the Small Modular Reactor, SMR or in a more descriptive term the Molten Salt Reactor, MSR. I can’t believe you folks aren’t aware of this energy source.   • The Teck Frontier Mine project, if approved, has extreme implications that cannot be ignored. The surrounding area to the proposed 290 sq-km mining site is precious land and is filled with valuable plant and animal life. More specifically, the Wood Buffalo National Park and the Peace-Athabasca Delta would suffer undeniably from the ripple effects of the mine. The Peace-Athabasca Delta is one of the largest freshwater inland deltas. The mine, if approved, would be the closest oil sands development project to the park, risking irreversable damage on the quality of that water resource- along with the habitat that relies on that water. Spills, leaks, water withdrawals, and malfunctions would be a reality that would threaten countless areas of life in the surrounding lands. To whomever has the power over this decision, I would hope they could take a moment and spend time with the birds, the buffalo, the intricacies of plant-life, and the ancient trees that provide living sanctuaries. How then, would they be able to step into this world knowing that they chose monetary wealth over generations of natural wealth- over a land that flourishes and in turn ripples out onto the communities of people's who are visitors on that land.  Thank you for taking time with this comment.

Attachment Do Not Approve: Please consider the "irreversible environmental impacts" and Climate Change

  • This project would last for 41 years, as per the Teck proposal. The legacy impacts would last for thousands of years. The 3,000 hectare of old growth forest has trees that are centuries old, the peat would have been created over thousands of years, do you really have the right to destroy this? This destructive project was approved with a life span of 41 years, not even a generation of employment, is wholly unacceptable and shortsighted. On page 895, of the joint panel review released in summer 2019, indicates that the reclamation period would extend the planned mining process, again, this means 41 years of project will "require 40-65 years after closure”. The environmental consequences are too great. The benefits are too small.  This will not make Alberta richer, this will make a small select few richer. This will provide employment in a dying industry, given that the price of Bitumen is nearly equal to the cost of production. The prices projected by Teck have not been witnessed since 2014. It is approximately around 60$ a barrel and only reached 75$ once, far under achieving than what the Teck company ...

Despite being Canada’s largest National Park, it is losing some of the many attributes that have made it ecologically and culturally valuable. Degradation of the Park has been linked to industrial activities upstream on the Athabasca River, and the proposed mine would contribute to the cumulative negative impacts on the Peace-Athabasca Delta, one of the largest freshwater inland deltas. The mine, if approved, would be the closest oil sands development project to the Park, and risks causing irreversible damage on the outstanding universal values of Wood Buffalo from spills, leaks, water withdrawals, malfunctions and tailings management failures.

  • The Frontier Oil Sands Mine would have an unacceptable impact on migratory birds, endangered whooping cranes, and wood bison in the area. UNESCO has already expressed concerns about the derioration of Wood Buffalo National Park, and this government has expressed a committment to greater action to protect it. Having this mine so close to the park would undermine this goal. This facility would also have significant greenhouse gas emissions, and if the world really does make significant progress on greenhouse gas emissions in the next decade and reach net-zero emissions by 2050, this mine could become a stranded asset. If Teck is still a strong, financially stable company then, they could pay to reclaim it, but if they (or a future owner) go through bankruptcy, the government could end up on the hook for clean-up. The environmental impacts of this project are not justified and it should not be approved.

Please listen to the people of the world, it's our home as well and I do not want another company ruining another natural area filled with wildlife. If this happens, so many species of animals will be destroyed and displaced, with nowhere to live. Please do not approve of this. We already have so much to clean up in the world, so many problems.   • Looking at the human and environmental risks, rejection of the Teck Frontier Mine proposal is the only rational choice for the public good. Proposing the biggest oil sands mine yet is complete nonsense in a climate crisis as it will make it impossible to achieve net zero emissions by 2050. This mine also is not and will not be commercially viable.   • Dear government officials, We are in a climate and ecological crisis. Scientists have been desperatly sounding the alarm because we have lost 60% of wildlife in the past 50 years and have entered the sixth mass extinction in the world's history. Greenhouse gas and marine pollution are on the rise and Canada's policies have not done enough to address this problem. Projects like this one contribute to the problem and even worse, they accelerate climate change and the destruction of ecosystems that are key to our survival and the survival of wildlife.  For all these reasons, and I am making this short, I am strongly opposed to this project. If the Canadian government keeps going into this direction instead of taking climate actions now then it will be complicite for actively participating in human and animal suffering and ultimately our extinction.   • Here are some of my concerns about proposed Teck oil sands mine: Adverse effects on migratory birds: This project will have adverse effects on nearly 1 million migratory birds that use the four major flyways that overlap this area. This project will introduce nearly 5,000 hectares of tailings ponds that have indirect and direct lethal impacts on migrating birds. The conditions proposed are not effective at mitigating lethal impacts of tailings ponds, and will not address the long-term—and often irreversible—loss of wetlands and old-growth forest habitat. Stronger conditions should be added that appropriately address the risks that tailings ponds pose to migratory birds.    Adverse effects on Wood Buffalo National Park and the Peace-Athabasca Delta: The project will likely have adverse effects on Wood Buffalo National Park. Despite being Canada’s largest National Park, it is losing some of the many attributes that have made it ecologically and culturally valuable. Degradation of the Park has been linked to industrial activities upstream on the Athabasca River, and the proposed mine would contribute to the cumulative negative impacts on the Peace-Athabasca Delta, one of the largest freshwater inland deltas. Scientists have been desperatly sounding the alarm because we have lost 60% of wildlife in the past 50 years and have entered the sixth mass extinction in the world's history. Greenhouse gas and marine pollution are on the rise and Canada's policies have not done enough to address this problem. Projects like this one contribute to the problem and even worse, they accelerate climate change and the destruction of ecosystems that are key to our survival and the survival of wildlife.  For all these reasons, and I am making this short, I am strongly opposed to this project. If the Canadian government keeps going into this direction instead of taking climate actions now then it will be complicite for actively participating in human and animal suffering and ultimately our extinction.   • The Teck Frontier Oil Sands Mine would pose serious environmental risks to Wood Buffalo National Park, the Peace-Athabasca Delta and, ultimately, the Slave River Delta of the Northwest Territories (NWT).  Implications for NWT people and species should be taken into account when making decisions regarding mining development in Alberta. The Slave River, located in the Northwest Territories (NWT), originates from the Peace-Athabasca Delta, where the mine would be located. The mine would increase the cumulative impacts of upstream developments which alter water flow and introduce contaminants into the Peace, Athabasca, and Slave River watersheds. Decisions made upstream, in Alberta, impact NWT water, air, wildlife and people. The downstream impacts of the mine must be accounted for in environmental assessment processes and mitigation measures should be required for all potential downstream impacts.  The Teck Frontier Mine would be the largest open-pit mine in North America, proposed just 30 Km away from Wood Buffalo National Park, which is partially located in the NWT. Many people and species depend on the intact habitat of this park for their health and livelihood. The ecological condition of Wood Buffalo National Park is in decline. Industrial development in the oil sands region upstream in the Athabasca River watershed has negatively impacted the park and will continue to do so.   • As most of the world acknowledges, we are in the midst of a climate emergency. Oceans are slowly and inexorably rising, climate is visibly changing, extreme weather events are occurring with increasing frequency and intensity. While there is some slight disagreement about how much of this is a naturally-occurring cycle and how much is caused by human activity in burning fossil fuels, there is no doubt that human-produced greenhouse gases are a serious acclerant, if not the root cause, of the rising temperature of the planet. Many nations are already in the process of changing their energy sources to less-polluting or non-polluting renewables such as wind, solar, geothermal, and hydroelectric. Even nuclear power, with its attendant long-term storage and disposal problems, is now accepted by many as a better alternative to fossil fuels. In this context, the idea of increasing the production of bitumen, and the building of new pipeline (and their inevitable leaks - see attached map) should not even be seriously considered. Canada will need to follow the lead of other countries in reducing and ultimately eliminating our extreme dependence on fossil fuels.
