  • OPG does not conform to this request, for a number of reasons, including but not limited to the following: - The “study” is not of actual locations, as requested, but of very generalized descriptions of two large areas or regions - The description of environmental effects are, subsequently, also very generalized - The criteria for technically feasible7 is so extremely vague and general that it is of no meaning in terms of demonstrating that an alternate location – had Ontario Power Generation identified one – met a - The criteria for economically feasible8 is also without basis; in effect, what OPG sets out as economic criteria is the notion that there is no cost threshold for the Project - The application of meaningless criteria to a massive area instead of assessing actual locations using substantive criteria has produced a set of reports which fail to meet the direction of February 2016 As expressed in an earlier letters from Nuclear Waste Watch and from Northwatch

  • As Northwatch stated in its initial submission in August 2013: “This has all the appearances of Ontario Power Generation engaging in a game of project splitting, seeking an approval for half a project, knowing full well that they intend to seek an amendment to the approval at some later date to double the capacity and potentially more than double the radiological burden and the period of operations.”
  • As pointed out in earlier Northwatch evidence by Professor Stuart Haszeldine, OPG’s Safety Case relies on the “proposition that gas generation will keep the repository dry … This depends on accurate and precise understanding of the rates of gas generation and the rates of water ingress.”

  • (b) Although OPG provided assurances that its safety culture is superior to that which resulted in accidents at the WIPP facility, OPG does not, in fact, have an unblemished safety record (examples: the reactor shut-downs at the Bruce and Pickering facilities in the mid 1990s because of improper maintenance , the tritium release from RWOS 1 into groundwater (resolved7 but causing a persistent problem), the 2009 alpha contamination event at the Bruce facility and numerous other smaller safety issues at the Darlington and Pickering facilities (for a record of the smaller safety issues see written intervention by Brennain Lloyd for Northwatch, PMD 14-P1.17, pp. 35-42).
