President's Funding Award Decision Report
Award of Federal Funds for the BURNCO Aggregate Mine Project
The President of the Canadian Environmental Assessment Agency (the Agency) has reviewed the report and recommendations of the Funding Review Committee (FRC) for the BURNCO Aggregate Mine Project (the Project).
The Agency made available a total of $30,000 for participation in the environmental assessment (EA) of the Project, subsequently increased to $45,000 to allow for a fair review of the applications, based on the level of funding that would be offered for projects with a similar number of applicants. In making her decision, the President took into account the recommendation of the FRC to determine the funding allocations. The President also considered the following evaluation criteria:
- the ability of the applicant to demonstrate that it had met one or more of the eligibility criteria;
- the quality, clarity and content of the application and the applicant's proposed EA participation work plan and their specific contribution to the EA;
- the eligible activities and expenses under the Participant Funding Program (PFP) – Regular Funding Envelope (RFE) for the Project, which include reviewing and commenting on the Environmental Impact Statement (EIS) guidelines, EIS and Comprehensive Study Report (CSR);
- the extent to which the proposed activities met the requirements of the PFP – RFE;
- the applicant's interest in the EA;
- information provided by the applicant on its capacity to carry out the proposed activities;
- the description of how the applicant would be able to play an important and distinct role in the EA;
- the relevance of the proposed activities to the EA; and
- the maximum amount of RFE funding available.
Based on this review, the President of the Agency made the final decision to allocate $44,250 to eight applicants as outlined in the table below.
