Bearskin Lake First Nation - Micro Subdivision Development
Notice of determination
September 11, 2026 – Indigenous Services Canada has determined that the proposed Micro Subdivision project at Bearskin Lake First Nation is not likely to cause significant adverse environmental effects.
This determination was based on a consideration of the following factors:
- impacts on rights of Indigenous peoples;
- Indigenous knowledge;
- community knowledge;
- comments received from the public; and
- technically and economically feasible mitigation measures.
Mitigation measures[1] taken into account for this determination are:
- Erosion and Sediment Control measures will be implemented throughout construction and there will be specific measures such as silt fencing, sediment barriers, and runoff management measures. Material stockpiles will be located away from drainage pathways and surface water features;
- A spill prevention plan will be included within the contractor's Environmental Protection Plan and Site Safety Plan;
- If archaeological materials, artifacts, human remains, or cultural resources are encountered, all work in the immediate area will cease immediately. Chief and Council, ISC, and Parks Canada will be notified. Work will not resume until direction has been provided by the appropriate authorities;
- Health and Safety measures will included construction signage, restricted access to work areas, traffic management measures, worker training, and use of PPE;
- Dust and noise control measures will include minimizing equipment idling, regular equipment maintenance, and limiting construction to daytime working hours as confirmed with Chief and Council.
Indigenous Services Canada is satisfied that the carrying out of the project is not likely to cause significant adverse environmental effects. Therefore, Indigenous Services Canada may carry out the project, exercise any power, perform any duty or function, or provide financial assistance to enable the project to be carried out in whole or in part.
[1] Mitigation measures means measures to eliminate, reduce, control or offset the adverse effects of a project or designated project, and includes restitution for any damage caused by those effects through replacement, restoration, compensation or any other means.
