19 Wing New Office Buildings

October 14, 2026 — The Department of National Defence must decide whether the proposed project is likely to cause significant adverse environmental effects.

To help inform this decision, the Department of National Defence is inviting comments from the public on the project and its potential effects on the environment. All comments received will be considered public. For more information, individuals should consult the Privacy Notice on the Registry website.

The Proposed Project

The Department of National Defence (DND) is proposing a project. The Project will be undertaken by a contractor on behalf DND and will consist of the design, construction, site restoration, and operation of two office buildings with adjacent parking areas. The two new buildings will house office spaces, washrooms and meeting rooms. The buildings will be similar in design, build, and usage. Building A (two storeys) has a building footprint of 554.9 m², and gross area of 1032.3 m². Building B (three storeys) has a building footprint of 554.9 m² and a gross area of 1587.2 m². Building B will be constructed first, followed by Building A. The Project Site will also include underground utility connections as required for the new buildings.

The project is in an open grassy area east and northeast of DND Real Property Operations (RPOps) Office Building 109 (B109) between the existing buildings and Cormorant Ave. The Project is being undertaken by DND, 19 Wing Comox, RPOps. The Project works will be completed by a civilian contractor from 2026 to 2029.
