Naawi Oodena Urban Reserve – Block D Phase 1-2

September 21, 2026 – The Canada Infrastructure Bank must determine whether the proposed project is likely to cause significant adverse environmental effects.

To help inform this determination, the Canada Infrastructure Bank is inviting comments from the public respecting that determination. All comments received will be considered public and may be posted online. Written comments must be submitted by October 23, 2026, to the contact identified on the project page.

Naawi Oodena Urban Reserve

The Naawi Oodena Urban Reserve Project involves the construction of enabling infrastructure to support the development of Block D, Phase 1-2, which will include a multi-unit residential building for affordable housing, mixed-used office and commercial spaces (strip mall, grocery store, restaurants), green spaces and recreational facilities. The Project forms part of Treaty One Nation's broader strategy to lead development outcomes, generate predictable own-source revenues, and create long-term infrastructure that supports housing, employment, commercial development and community building.
