Wood chip plant remediation - 8501 Ontario Street
Notice of Determination
Vancouver B.C. – September 18, 2026– The Vancouver Fraser Port Authority has determined that the proposed Wood chip plant remediation work at 8501 Ontario Street, BC is not likely to cause significant adverse environmental effects
The determination was based on a consideration of the following factors:
- Impacts on rights of Indigenous peoples
- Indigenous knowledge
- Technically and economically feasible mitigation measures
Mitigation measures and/or permit conditions taken into account in making the determination include:
- The Permit Holder shall adhere to all applicable mitigation measures outlined in the Construction Environmental Management Plan (CEMP).
- The Applicant shall implement appropriate erosion and sediment control (ESC) and stormwater management measures throughout the works, including additional measures where required during extreme weather events.
- Contaminated sediment-laden water shall not be discharged untreated to the Fraser River or the stormwater system. Groundwater and other water encountered during excavation or lagoon decommissioning shall be managed, characterized, and disposed of in accordance with applicable requirements.
- Excavated soils, lagoon sediment, and other materials requiring off-site management shall be characterized and transported to approved facilities in accordance with applicable requirements.
- Soil stockpiles, where required, shall be securely covered, appropriately weighted, and regularly inspected to prevent erosion, runoff, and mobilization of fine materials.
- Refuelling, washing, and servicing of machinery shall be conducted in designated areas with appropriate measures to prevent releases or runoff from entering adjacent stormwater infrastructure or the Fraser River.
- Environmental monitoring shall be undertaken during remediation activities, including monitoring of environmental protection measures and implementation of additional mitigation measures where required.
- The Permit Holder shall minimize disturbance to riparian areas and vegetation to the extent practicable and implement measures to protect existing vegetation and habitat.
- The Permit Holder shall adhere to the Archaeological Chance Find Management Plan and applicable procedures in the event archaeological materials are encountered during ground-disturbing activities.
- The Permit Holder shall implement appropriate measures to avoid impacts to nesting birds and wildlife during construction, including pre-commencement nest surveys where required during applicable nesting periods.
- The Permit Holder shall ensure that temporary structures and environmental protection measures are removed following completion of the works, where applicable, and that disturbed areas are restored to maintain site drainage and support future site use.
The Vancouver Fraser Port Authority is satisfied that the carrying out of the project is not likely to cause significant adverse environmental effects.
