Safe the Future Haiti– Public Comments Invited

September 20th , 2026 – Global Affairs Canada must determine whether the proposed Safe Futures: Preventing Recruitment and Reintegrating Former Children Associated with Armed Forces and Armed Groups (CAAFAG) in Haiti, located in the South Region in Haiti, is likely to cause significant adverse environmental effects.

To help inform this determination, Global Affairs Canada is inviting comments from the public respecting that determination. All comments received will be considered public and may be posted online.

The proposed project 

Implemented by UNICEF, in the South Region in Haiti, the project aims to rehabilitate and expand Village 2 of the ESPWA Transition and Observation Centre (CTO) in order to improve the reception, protection and care conditions for vulnerable children, particularly displaced children, children who are victims of violence, street-connected children, and children separated from their families. Village 2 currently has an accommodation capacity of approximately 40 children, and the works will increase this capacity to 75 children The works mainly include the rehabilitation of existing infrastructure, construction of new infrastructure, improvement of water supply, sanitation and drainage systems, installation of 18 kw a solar energy system, and development of outdoor areas. The planned duration of the works is seven (7) months.

The project will be implemented on an anthropized and already developed site, within the grounds of the ESPWA CTO, in a lowland area. The site includes two other residential villages, a school, a clinic, green spaces, and service infrastructure (OOI, IBERS). The project does not require land acquisition or population displacement. No watercourse is located in the immediate vicinity of the site, and no cultural heritage site or endangered species has been identified on the site. The following table outlines the main works to be carried out.

 

The project's main infrastructure and development components include construction, rehabilitation, and site development activities involving a combination of categories identified in the Order Designating Certain Excluded Classes of Projects : Buildings; Physical Works or Related Physical Works; Linear Infrastructure, and Utility Infrastructure.  The following table presents the main activities that will be carried out.
