Public Notice

September 18, 2026 – The Canada Infrastructure Bank must determine whether the proposed project is likely to cause significant adverse environmental effects.

To help inform this determination, the Canada Infrastructure Bank is inviting comments from the public respecting that determination. All comments received will be considered public and may be posted online. Written comments must be submitted by October 19, 2026, to the contact identified on the project page.

ECN Enabling Infrastructure for On-Reserve Housing

The project involves the construction of enabling infrastructure to support ~166 new residential units on Enoch Cree Nation reserve lands.

The project will include roads, water and wastewater systems, utilities, grading and lot servicing required to service the broader housing development. The project will also include behind-the-meter solar infrastructure to improve energy efficiency and reduce long-term utility costs for residents. The development is intended to address critical housing shortages and overcrowding within the community by supporting affordable housing for Enoch Cree Nation members.

Homes will be developed in two phases and are designed to accommodate multigenerational households as well as smaller units for Elders.
