Storm Water Management Upgrade Project at the NRC Dominion Astrophysical Observatory

September 17, 2026 – The authorities have determined that the proposed Storm Water Management Upgrade Project at the NRC Dominion Astrophysical Observatory is not likely to cause significant adverse environmental effects.

This determination was based on a consideration of the following factors:

• impacts on rights of Indigenous peoples;
• Indigenous knowledge;
• potential impacts to species at risk and their habitat;
• potential impacts to migratory birds and their habitat;
• comments received from the public; and
• technically and economically feasible mitigation measures.

Key mitigation measures taken into account for this determination include:

• Minimizing the project footprint, vegetation disturbance, and ground disturbance to the extent practicable;
• Implementing erosion and sediment control measures and surface runoff controls during construction;
• Salvaging and restoring native vegetation and implementing measures to prevent the introduction and spread of invasive species;
• Conducting pre-construction surveys for species at risk, and implementing avoidance measures identified by qualified professionals;
• Mitigation measures will be implemented to avoid or minimize adverse effects, consistent with Environment and Climate Change Canada's Avoiding Harm to Migratory Birds Guidelines;
• Complying with all terms and conditions of the Species at Risk Act permit;
• Implementing measures to reduce air emissions, dust, noise, and unnecessary equipment idling during construction;
• Implementing archaeological and cultural resource protection measures, including Indigenous cultural monitoring and stop-work procedures; and
• Implementing spill prevention, containment, emergency response, and reporting procedures for accidents and malfunctions.

The authorities are satisfied that the carrying out of the project is not likely to cause significant adverse environmental effects. Therefore, the authorities may carry out the project, exercise any power, perform any duty or function, or provide financial assistance to enable the project to be carried out in whole or in part.
