Public Comment Period on Intent to Make a Determination

September 11, 2026 – The Greater Toronto Airports Authority (GTAA) must determine whether the proposed Guard Booth & Ancillary Structures Replacement Project located at Toronto Pearson International Airport is likely to cause significant adverse environmental effects. To help inform this determination, the GTAA is inviting comments from the public respecting that determination. All comments received will be considered public. Proposed Project: Guard Booth & Ancillary Structures Replacement

This project involves the following:

As part of the Greater Toronto Airports Authority's (GTAA's) Toronto Pearson Airport Longterm Investment in Facilities & Terminals (LIFT) Program, the proposed project's scope includes the replacement, refurbishment, relocation, or demolishing of aging operational & non-operational assets and structures to support secure, safe, and efficient airport operations.

The proposed project works will occur at various locations throughout Toronto Pearson International Airport. The project will involve modifications to existing developed areas, including the replacement or removal of existing guard and curbside booths, removal of abandoned bus shelters, and restoration or replacement of existing mobile office trailer facilities.

The project scope includes:

• Replacement of nineteen (19) existing curbside and guard booths, demolishing of Ten (10) nonoperational booths with restoration of adjacent areas, restoration of area around one (1) already demolished guard booth, and relocation of two (2) guard booths.
• Removal of four (4) abandoned bus shelters and associated electrical wiring.
• Restoration of the Central Deicing Facility office trailer.
• Replacement of the Towing Compound trailer with a relocatable trailer.

Construction activities will involve mobilization, site preparation, removal and demolition of existing guard booths and abandoned bus shelters, electrical removal and restoration, reinstatement of existing ICT equipment, installation of replacement and relocated guard booths, restoration and replacement of mobile office trailers, associated civil and concrete works, utility modifications, testing & commissioning, cleanup, and restoration of affected areas. Construction will be phased and coordinated to minimize disruption to ongoing airport operations.

Sustainability best practices will be integrated into both the design and construction phases, aligning with the broader Long-Term Investment in Facilities and Terminals (LIFT) Program at Toronto Pearson Airport.
