Notice of Intent – Baggage Handling Systems Building

Public Comment Period on Intent to Make a Determination

September 11, 2026  – The Greater Toronto Airports Authority (GTAA) must determine whether the proposed Baggage Handling Systems Building located at Toronto Pearson International Airport is likely to cause significant adverse environmental effects. To help inform this determination, the GTAA is inviting comments from the public respecting that determination. All comments received will be considered public. For more information, individuals should consult the Privacy Notice on the Registry website.

Proposed Project: Baggage Handling Systems Building

This project involves the following:

As part of the Greater Toronto Airports Authority's (GTAA's) Toronto Pearson Airport Longterm Investment in Facilities & Terminals (LIFT) Program, improvements are proposed to the Baggage Handling Systems.  This will include the construction of a new Baggage Handling Systems Building.

The proposed project consists of constructing a new Baggage Handling System (BHS) building that will house carousels and screening equipment. The structure will include two buildings - a sortation building and a baggage screening building joined by an enclosed elevated connection.  A second enclosed elevated conveyor will connect this BHS facility with the existing baggage system in Terminal 3. The buildings will be located airside between Terminal 1 and Terminal 3 on currently developed land with an approximate building footprint of 4000sqm.  

Sustainability best practices will be integrated into both the design and construction phases, aligning with the broader Long-Term Investment in Facilities and Terminals (LIFT) Program at Toronto Pearson Airport.
