September 2, 2026 — The Department of National Defence must decide whether the proposed project is likely to cause significant adverse environmental effects.

To help inform this decision, the Department of National Defence is inviting comments from the public on the project and its potential effects on the environment. The Proposed Project

The Department of National Defence (DND) is proposing a project. This Project is planned to begin in the spring of 2027 and will be completed by a civilian contractor on behalf of DND. Area of Environmental Concern (AEC) 11 is contaminated with Per-and polyfluoroalkyl substances (PFAS) due to historical use of aqueous film-forming foams (AFFF). The Project involves excavating PFAS impacted soil, and either disposing of that soil at an approved provincially licensed landfill or amending it with a PFAS adsorbent product and returning the amended soil to the excavation area. The Project may also install a permeable reactive barrier to passively treat groundwater. This remediation is intended to remove or immobilize PFAS, improve surface water and shallow groundwater conditions, and reduce off site migration. Post-construction monitoring will be conducted to assess performance of remediation activities.
