YUL Montreal-Trudeau International Airport – Air Canada parking in the Charlie NPSV sector

Notice of Detemination

August 10, 2026 - ADM Aéroports de Montréal has determined that the project for the development of a parking facility in the Charlie NPSV sector is not likely to cause significant adverse environmental effects, provided that the mitigation measures identified for the project are implemented.

This determination is based on the following factors:

• Technically and environmentally feasible mitigation measures identified below;
• Community knowledge;
• Indigenous knowledge, as well as potential impacts on the rights of Indigenous Peoples.

The mitigation measures considered in making this determination include, but are not limited to, the following:

• Implement control measures for invasive alien plant species (IAPS) through proper management of contaminated soils and residual materials, systematic cleaning of machinery and equipment, and the exclusive use of seeds, fill, and materials free of invasive species.
• Control runoff, pumping, and excavation water to prevent the release of contaminants into ditches, retention ponds, stormwater systems, and watercourses, including through the use of erosion and sediment control measures.
• Conduct refuelling, equipment maintenance, and hazardous materials (oil and fuel) management in designated areas equipped with impermeable containment systems; maintain spill response kits on site and implement an environmental emergency response plan in the event of a spill.
• Regularly inspect machinery, prioritize off-site refuelling whenever possible, use tanks that comply with applicable regulations, and maintain hydrocarbon recovery kits readily available on site. Apply environmental emergency procedures in the event of an incident.
• Segregate soils according to their level of contamination, prevent the spread of contaminants during storage and transportation, promote the reuse of compliant soils, and ensure their management in accordance with applicable regulatory requirements, including the Traces Québec system when required.
• Maintain haul roads, water unpaved surfaces or use certified dust suppressants, apply gravel in strategic locations, and limit dust-generating activities during periods of high wind.
• Implement a construction noise management plan for the during of the work.

Accordingly, ADM Aéroports de Montréal may exercise its powers to enable the project to be carried out.
