Municipal Upgrades – Manston Crescent/Jaeger Way – 22 Wing North Bay
August 6, 2026 — The Department of National Defence must decide whether the proposed project is likely to cause significant adverse environmental effects.
To help inform this decision, the Department of National Defence is inviting comments from the public on the project and its potential effects on the environment. The Proposed Project
The Department of National Defence (DND) is proposing a project. DND is upgrading underground municipal infrastructure along Manston Crescent, Jaeger Way and a walkway between Former Military Police Headquarters (Building 64) and Parker Avenue at 22 Wing North Bay to replace aging infrastructure and to maintain existing hydraulic capacity and ensure long-term service reliability.
The following municipal upgrades are expected:
- Resurfacing of Manston Crescent and Jaeger Way, as well as resurfacing of the existing parking lot south of Jaegar Way.
- Removal and reinstatement of existing curbs, gutters, sidewalks, and boulevard within project area.
- Islands between Jaegar Way and the parking lots will be widened 1 m.
- Removal and replacement of the pedestrian walkway from Manston Crescent to Building 142.
- Removal of street parking areas in front of Building 7 and north of Building 143.
- Removal and replacement of the pedestrian walkway, including parking lot and pedestrian connection, and removal and replacement of the sanitary line between Building 64 and Parker Avenue.
- Removal and replacement of the existing storm, sanitary and watermain along Manston Crescent and Jaeger Way.
- Removal of existing gate and installation of sliding gate at entrance of B2.
Project areas disturbed by construction activities will be restored through repaving, landscaping, revegetation and contouring with existing grades as required.
