Pier 2-5 rehabilitation - CN Fraser River rail bridge

Notice of Determination

New Westminster, B.C. – July 23, 2026 – The Vancouver Fraser Port Authority and Transport Canada have determined that the proposed Pier 2-5 rehabilitation – CN Fraser River rail bridge located on the Fraser River Rail Bridge, Mile Post 118.7 on CN Yale Subdivision is not likely to cause significant adverse environmental effects.

This determination was based on a consideration of the following factors:

  • Impacts on rights of Indigenous peoples
  • Indigenous knowledge
  • Community knowledge
  • Comments received from the public
  • Technically and economically feasible mitigation measures

Mitigation measures and/or permit conditions taken into account in making the determination include:

  • The works will not deposit a deleterious substance in water inhabited by fish, or affect fish or fish habitat in a manner contrary to the Fisheries Act
  • All works will be carried out in accordance with a construction environmental management plan, which requires a qualified environmental professional to be on-site during works to monitor proposed project mitigations, water quality, marine mammals, and other environmental aspects of the project
  • A spill prevention, containment and clean-up plan will be developed for the project, be available in the immediate working area, and project personnel will be trained on spill prevention, containment, and clean-up
  • Marine barges will be prevented from grounding or disturbing the riverbed or foreshore, and equipment will be environmentally clean and free of invasive species and noxious weeds
  • A spill prevention, containment and clean-up plan will be developed for the project, be available in the immediate working area, and project personnel will be trained on spill prevention, containment, and clean-up
  • There will be no in-water works during the fisheries sensitive period from March 1 to July 15, inclusive 

The Vancouver Fraser Port Authority and Transport Canada are satisfied that the carrying out of the project is not likely to cause significant adverse environmental effects. Therefore, the Vancouver Fraser Port Authority and Transport Canada may carry out the project, exercise any power, perform any duty or function, or provide financial assistance to enable the project to be carried out in whole or in part.
