Notice of Determination

2026-08-04 – The Thunder Bay Port Authority and Transport Canada (the authorities] have determined that the proposed project - Thunder Bay Marine Terminal Upgrade - Keefer Terminal - Phase 1 - is not likely to cause significant adverse environmental effects.

This determination was based on a consideration of the following factors:

• Impacts on rights of Indigenous peoples;
• Indigenous communities were consulted but did not provide community input or knowledge;
• No comments were received from the public; and
• technically and economically feasible mitigation measures.

Mitigation measures taken into account for this determination are:

• Water quality;
• Fish and fish habitat;
• Air quality;
• Noise;
• Navigation (boating/marine shipping);
• Spill prevention and response; 
• Waste management;
• Accidents and Malfunctions
