Notice of determination

July 21, 2026 – Fisheries and Oceans Canada (DFO) has determined that the project is not likely to cause significant adverse environmental impacts.

The determination was based on a consideration of the following factors:

• Impacts on rights of Indigenous peoples;
• Community knowledge;
• Comments received from the public; and
• Technically feasible mitigation measures.

For the riverine outfall of the Sik-E-Dakh Wastewater System, the implementation of mitigation measures is required for the project to reduce impacts to fish and fish habitat. Mitigation measures include:

• Limit aquatic and riparian disturbance areas to the extent possible.
• Restore all disturbed riparian and aquatic areas.
• Work during the winter low flow season.
• Complete works in-the-dry to the extent possible.
• Minimize the duration of instream works.
• Conduct full time environmental monitoring.
• Fully remove all temporary materials from below the High Water Mark of the Skeena River.
• Avoid trapping or stranding fish.
• Implement fish deterrent and/or salvage measures in in-water work areas.
• Install erosion and sediment controls in advance of works, and monitor them for effectiveness.
• Prepare a spill response plan in advance of works. Ensure sufficient emergency spill response supplies are readily available on site.

DFO – FFHPP is satisfied that the carrying out of the project is not likely to cause significant adverse environmental effects.
