July 21, 2026 — The Department of National Defence must decide whether the proposed project is likely to cause significant adverse environmental effects.
To help inform this decision, the Department of National Defence is inviting comments from the public on the project and its potential effects on the environment. The Proposed Project
The Department of National Defence (DND) has proposed a project. The Project involves the construction of an ammunition storage site including 4 Canadian Long Span Earth Covered Magazines (CLSECM), 15 CLSECM Short Variant, 21 American Earth Covered Magazines (ECM), Explosive Workshop, and Admin Building. The project will occur in an undeveloped area in the Selija Training Area, Latvia. The project site is approximately 1.5 km2 in area.
An ECM is a magazine, normally built at ground level, with an earth-covered roof, sides and rear, constructed in corrugated steel or reinforced concrete, and provided with a strong headwall and one or several doors.
