July 10, 2026 — The Department of National Defence must decide whether the proposed project is likely to cause significant adverse environmental effects.

To help inform this decision, the Department of National Defence is inviting comments from the public on the project and its potential effects on the environment. The Proposed Project

The Department of National Defence (DND) is proposing a project. DND is proposing construction of a new Air Traffic Control (ATC) redundancy trailer in support of the Airfield Capability Strengthening Initiative (ACSI) at 12-Wing Shearwater, Canadian Forces Base (CFB) Halifax. The trailer will be 14.63m x 18.29m (48ft x 60ft) and will provide an operational zone necessary to maintain critical ATC functions during control tower outages, evacuations, or other infrastructure-related disruptions. The project site is situated within an active Airfield Operations Zone (AOZ) and is classified for industrial use. Although an old drainage channel is located within 30m of the site, the project footprint is not within the adjacent catchment area for the nearby wetland. Work includes prefabricated trailer installation, new and existing utility trenching and infrastructure tie-in including communications, water, sanitary, and electrical. Construction is planned for late Summer, early Fall 2026.
