Notice of Determination

North Vancouver, B.C. – July 6th, 2026 – The Vancouver Fraser Port Authority has determined that the proposed Geotechnical investigation – BC Hydro Second Narrows tower, located at tower 689 south of 1600 Railway Road, North Vancouver, BC is not likely to cause significant adverse environmental effects

The determination was based on a consideration of the following factors:

  • Impacts on rights of Indigenous peoples
  • Indigenous knowledge
  • Community knowledge
  • Comments received from the public
  • Technically and economically feasible mitigation measures

Best efforts were made to consult the following Indigenous groups:

  • Squamish Nation
  • Tsleil-Waututh Nation 

The port authority received comments during Indigenous consultation relating to work around the intertidal zone, refuelling and spill management, environmental mitigations around marine life avoidance, mammal observations, invasive species management, material use, noise, adjacent Species of Special Concern, and archeological interests. Based on the record of consultation, the port authority is of the view that the duty to consult has been met.

The project was posted to the Canadian Impact Assessment Registry on May 4, 2026 for public comment. One comment was received but was unrelated to the Project.

Mitigation measures and/or permit conditions taken into account in making the determination include:

  • All works will be carried out in accordance with planned environmental mitigation measures
  • There will be no in-water works during the fisheries sensitive period from March 1 to August 15, inclusive
  • The works will not deposit a deleterious substance in water inhabited by fish, or affect fish or fish habitat in a manner contrary to the Fisheries Act.

The Vancouver Fraser Port Authority is satisfied that the carrying out of the project is not likely to cause significant adverse environmental effects.
