Notice determination

July 9, 2026 – Indigenous Services Canada has determined that the proposed  Tootinaowaziibeeng - CFS Prevention Building Project is not likely to cause significant adverse environmental effects.

The determination was based on a consideration of the following factors:

  • impacts on rights of Indigenous peoples;
  • Indigenous knowledge;
  • community knowledge;
  • comments received from the public;
  • mitigation measures.

Implementation of mitigation measures is required for the project to address:

  • surface water management;
  • surface and groundwater protection from contamination;
  • accidental spill prevention and response;
  • vegetation and associated habitat preservation;
  • minimization of spread of invasive elements;
  • species at risk considerations and wildlife and wildlife habitat conservation;
  • air quality and emissions controls;
  • waste management;
  • human health and safety; and
  • cultural/heritage resource preservation

Indigenous Services Canada is satisfied that that the carrying out of the project is not likely to cause significant adverse environmental effects. Environmental effects that are within provincial jurisdiction would be addressed through provincial regulations.

Therefore, Indigenous Services Canada may carry out the project, exercise any power, perform any duty or function, or provide financial assistance to enable the project to be carried out in whole or in part.
