July 6, 2026 — The Department of National Defence must decide whether the proposed project is likely to cause significant adverse environmental effects.

To help inform this decision, the Department of National Defence is inviting comments from the public on the project and its potential effects on the environment. All comments received will be considered public. For more information, individuals should consult the Privacy Notice on the Registry website.

The Proposed Project

The Department of National Defence (DND) is proposing a project. DND is proposing construction of a new permanent asphalt parking lot behind Building WP38 (6545 MacDougall Avenue) at Windsor Park, Canadian Forces Base (CFB) Halifax. The project site is located within the Windsor Park military residential community, a developed urban area of Halifax that supports both DND operations and Canadian Forces Housing Agency (CFHA) residential accommodations. The approximately 1,300 m² lot will provide 29 parking spaces to support CFHA tenants and DND Fire operations. Work includes topsoil stripping, excavation, stormwater tie-in to existing infrastructure, granular base placement and compaction, and asphalt paving. Construction is planned for Summer 2026.
