Whycocomagh Wastewater Treatment Outfall Pipe – Public Comments Invited

June 30, 2026 – Indigenous Services Canada must determine whether the proposed Whycocomagh Wastewater Treatment Outfall Pipe, project is likely to cause significant adverse environmental effects.

To help inform this determination, Indigenous Services Canada is inviting comments from the public respecting that determination. All comments received will be considered public and may be posted online.

The Proposed Project

As part of the recent We'koqma'q Wastewater Treatment Plant design project, it was noted that the existing outfall pipe requires replacement and upsizing of the outfall to a 450 mm diameter pipe to accommodate projected flows and improve system reliability.  A portion of the outfall pipe to be upgraded is along We'koqma'q First Nation reserve lands and carries treated wastewater to the discharge point in Syke River. Approximately 250 m of pipeline will be replaced and a new graveled access road will be constructed above the outfall pipeline to facilitate ongoing inspection, maintenance, and operational access.
