Second Narrows Dredging Works
Notice of Determination
Vancouver, B.C. – June 23, 2026 – The Vancouver Fraser Port Authority and Fisheries and Oceans Canada have determined that the proposed Second Narrows Dredging Works located in the Burrard Inlet, east of the Iron Workers Memorial Bridge, is not likely to cause significant adverse environmental effects.
This determination was based on a consideration of the following factors:
- Impacts on rights of Indigenous peoples
- Indigenous knowledge
- Community knowledge
- Comments received from the public
- Technically and economically feasible mitigation measures
Mitigation measures and/or permit conditions taken into account in making the determination include:
- The distribution of a construction notification to residents and businesses within 500 m of the project location, 10 days before commencing construction
- All works will be carried out in accordance with the Construction Environmental Management Plan
- A spill prevention, containment and clean-up plan will be developed for the project, be available in the immediate working area, and project personnel will be trained on spill prevention, containment, and clean-up
- There will be no in-water works during the fisheries sensitive period from March 1 to August 15, inclusive
- A full-time environmental monitor with stop-work authority will be on-site during all in-water works
- The implementation of monitoring programs to ensure avoidance of adjacent bull kelp beds, and a water quality monitoring program during construction to inform potential work pauses if work-induced turbidity levels exceed thresholds at pre-determined monitoring points
- All works will be carried out in accordance with the Fisheries and Oceans Canada (DFO) Fisheries Act Authorization
The authorities are satisfied that the carrying out of the project is not likely to cause significant adverse environmental effects. Therefore, the authorities may carry out the project, exercise any power, perform any duty or function, or provide financial assistance to enable the project to be carried out in whole or in part.
