Notice of Determination

Coquitlam, B.C. – April 28, 2026 – The Vancouver Fraser Port Authority and Environment Climate Change Canada have determined that the proposed Amrize Coquitlam Depots Maintenance Dredge located at 2300 Rogers Avenue, Coquitlam, BC is not likely to cause significant adverse environmental effects. The determination was based on a consideration of the following factors:

  • Impacts on rights of Indigenous peoples
  • Indigenous knowledge
  • Community knowledge
  • Comments received from the public
  • Technically and economically feasible mitigation measures

The port authority received comments during Indigenous consultation relating to clarification of the dredging schedule, protection of sturgeon, sediment turbidity and spill management. Based on the record of consultation, the port authority is of the view that the duty to consult has been met.

A Notice of Intent to Make a Determination on the Project was posted to the Canadian Impact Assessment Registry on March 11, 2026 for public comment. No comments were received.

Mitigation measures and/or permit conditions taken into account in making the determination include:

  • All works will be carried out in accordance with planned environmental mitigation measures that include positioning equipment to minimize the migration of suspended solids, establishing an exclusion zone for marine mammals, implementing a soft-start approach immediately prior to dredging activities, and ensuring that equipment will be free of any excess grease and oils.
  • The dredging work will be scheduled and conducted within the fisheries lower-risk window for the Fraser River Estuary, and a Code of Practice notification for the works will be submitted to Fisheries and Oceans Canada prior to any dredge activities.
  • All material intended for disposal at sea will be disposed of under a valid Disposal at Sea Permit pursuant to the provisions of Part 7, Division 3 of the Canadian Environmental Protection Act, 1999 
  • The works will not deposit a deleterious substance in water inhabited by fish or affect fish or fish habitat in a manner contrary to the Fisheries Act. 
  • The physical activities will be conducted to avoid increasing sedimentation of foreshore and nearshore areas and induced turbidity of local waters.

The Vancouver Fraser Port Authority and Environment and Climate Change Canada are satisfied that the carrying out of the project is not likely to cause significant adverse environmental effects.
