Notice of Determination – FEC D & E

April 23, 2026 – The Greater Toronto Airports Authority has made a determination for the final two locations (FEC D and FEC E) under the proposed Field Electrical Centres (FECs) Project located at Toronto Pearson International Airport and found that it is not likely to cause significant adverse environmental effects. 

This determination was based on a consideration of the following factors:

  • Impacts on rights of Indigenous peoples.
  • Indigenous knowledge.
  • Community knowledge.
  • Comments received from the public; and
  • Technically and economically feasible mitigation measures.

One comment was received from the Notice of Intent Posting on the Canadian Impact Assessment Registry but was unrelated to the Project.  Mitigation measures consider comments from additional consultations.

Mitigation measures taken into account for this determination are:

  • All work to be conducted in compliance with the Toronto Pearson Airport Construction Code.
  • Site Specific Construction Environmental Management Plans (CEMPs) for each FEC location must be developed and implemented prior to construction.
  • CEMPs shall include requirements outlined in the following Environmental Management Plans developed to mitigate effects from LIFT Construction work:
    • Groundwater, Dewatering, Surface Water and Stormwater Management Plan
    • Noise and Vibration Management Plan
    • Site Contamination Management Plan
    • Dust and Air Quality Management Plan
    • Erosion and Sediment Control Plan
    • Ambient Light Management Plan
    • Non-Hazardous Waste Management Plan
    • Hazardous Substances and Hazardous Waste Management Plan
    • Spills Prevention and Emergency Response Plan
    • Soil Excavation and Management Plan
    • Vegetation Management Protection Plan
    • Wildlife Protection and Management Plan
    • Species at Risk Protection and Management Plan
    • Invasive Species Management Plan
    • Habitat Restoration and Rehabilitation Management Plan
    • Archaeology Management Plan
  • Approach agreed to by Environment and Climate Change Canada (ECCC) to mitigate potential effects to Species at Risk will be adhered to for all project works.  

The Greater Toronto Airports Authority is satisfied that the carrying out of the project is not likely to cause significant adverse environmental effects.

Therefore, the Greater Toronto Airports Authority may carry out the project, exercise any power, perform any duty or function, or provide financial assistance to enable the project to be carried out in whole or in part.
