Notice of Determination

North Vancouver, B.C. – March 31, 2026 – The Vancouver Fraser Port Authority has determined that the proposed recreational dock located at 304 Sasamat Lane, North Vancouver, BC is not likely to cause significant adverse environmental effects

The determination was based on a consideration of the following factors:

  • Impacts on rights of Indigenous peoples
  • Indigenous knowledge
  • Technically and economically feasible mitigation measures

Best efforts were made to consult with the Musqueam Indian Band; S'ólh Téméxw Stewardship Alliance, including Aitchelitz First Nation, Chawathil First Nation, Cheam First Nation, Kwaw'Kwaw'Apilt First Nation, Scowlitz First Nation, Seabird Island Band, Shxwha:y Village, Shxw'ow'hamel First Nation, Skawahlook First Nation, Skwah First Nation, Skowkale First Nation, Soowahlie First Nation, Squiala First Nation, Sumas First Nation, Tzeachten First Nation, Yakweakwioose First Nation, and Yale First Nation; Snuneymuxw First Nation; Squamish Nation; and Tsleil-Waututh Nation. Comments raised included:

  • Consideration of cumulative effects and baseline environmental conditions
  • Requests to conduct works within the DFO least-risk fish window for Burrard Inlet
  • Recommendations regarding invasive species management (e.g., Japanese wireweed)
  • Concerns regarding potential impacts to fish and fish habitat (e.g., Dungeness crab)
  • Requests related to water quality monitoring
  • Requests for bird nest surveys (including Great Blue Heron)
  • Recommendations regarding spill prevention and response measures
  • Requests to be notified in the event of an environmental incident or spill
  • Recommendations regarding construction practices (e.g., use of pre-cast concrete, refueling setbacks)

The project was posted to the Canadian Impact Assessment Registry on February 18, 2026 for public comment. No comment was received.

Mitigation measures and/or permit conditions taken into account in making the determination include:

  • The Permit Holder shall carry out the Project in accordance with the Habitat Assessment & Construction Environmental Management Plan (HACEMP), including all mitigation measures and any subsequent updates to the satisfaction of the Port Authority
  • The Permit Holder shall ensure that all concrete works are undertaken above the high-water mark, in the dry and during low tide conditions, to prevent the release of deleterious substances into the aquatic environment
  • The Permit Holder shall not undertake in-water works during the fisheries sensitive period (March 1 to August 15), unless otherwise approved
  • The Permit Holder shall implement spill prevention, containment, and clean-up measures, and ensure that appropriate spill response materials are available on site at all times
  • The Permit Holder shall ensure that no debris, waste materials, or contaminants enter the marine environment, and that all waste is properly contained and disposed of at approved upland facilities
  • The permit holder shall provide environmental monitoring reports to the port authority's satisfaction
  • The permit holder shall immediately cease work and notify the port authority if the permit holder has reasonable grounds to believe that the project has harmed fish of fish habitat

The Vancouver Fraser Port Authority is satisfied that the carrying out of the project is not likely to cause significant adverse environmental effects.
