Gwa'sala-‘Nakwaxda'xw Nations – Tsulquate Subdivision – Public Comments Invited
March 6, 2026 – Indigenous Services Canada (ISC) and Environment and Climate Change Canada (ECCC) (the authorities) must determine whether the proposed Gwa'sala-‘Nakwaxda'xw Nations – Tsulquate Subdivision, located near Port Hardy, BC is likely to cause significant adverse environmental effects.
To help inform this determination, the authorities are inviting comments from the public respecting that determination. All comments received will be considered public and may be posted online.

The proposed Village Subdivision Project (the Project) is located on Gwa'sala-'Nakwaxda'xw Nations (GNN) reserve lands, situated within the northern portion of the existing Tsulquate IR4 community near Port Hardy, British Columbia. The subdivision site is located at the northern portion of Tsulquate IR4, directly adjacent to the existing community. The main components of the Project include site grading and servicing , construction of essential buildings, stream enhancement, culvert upgrades, and the integration of green infrastructure features such as rain gardens, bioswales, and an oil/grit separator to improve water quality before discharge to Hardy Bay.
The proponent has applied to Environment and Climate Change Canada for a Species at Risk Act permit under section 73(3) and to Indigenous Services Canada for funding for this project.
