Notice of Determination
Surrey, B.C. – February 2, 2026 - The Vancouver Fraser Port Authority has determined that the proposed Rail yard expansion located at 11060 Elevator Road, Surrey BC is not likely to cause significant adverse environmental effects
This determination was based on a consideration of the following factors:
- Impacts on rights of Indigenous peoples
- Indigenous knowledge
- Technically and economically feasible mitigation measures
Mitigation measures and/or permit conditions taken into account in making the determination include:
- The Permit Holder shall submit an updated Stormwater Pollution Prevention Plan
- The Permit Holder shall submit an update Environmental Air Assessment
- The Permit Holder shall notify Metro Vancouver prior to the start of construction
- The Permit Holder shall carry out the project in accordance with the recommendations contained in the Archaeological Review for DP World Fraser Surrey PARY Expansion memo dated November 13, 2025
The Vancouver Fraser Port Authority is satisfied that the carrying out of the project is not likely to cause significant adverse environmental effects. Therefore, the Vancouver Fraser Port Authority may carry out the project, exercise any power, perform any duty or function, or provide financial assistance to enable the project to be carried out in whole or in part.
