Notice of Determination

March 2, 2026 – The Greater Toronto Airports Authority has determined that proposed YYZ PIFFC Metering Station and Dual Jet Fuel Transfer Lines Project located at Toronto Pearson International Airport is not likely to cause significant adverse environmental effects.

This determination was based on a consideration of the following factors:

· Impacts on rights of Indigenous peoples.

· Indigenous knowledge.

· Community knowledge.

· Comments received from the public; and

· Technically and economically feasible mitigation measures.

 

Mitigation measures taken into account for this determination include, but are not limited to:

General

• All work to be conducted in compliance with the Toronto Pearson Airport Construction Code.
• The project area is located in an industrial area disturbed by previous development.
• Project Specific Environmental Protection Plan will be followed.

Atmospheric Environment

• Vehicles and machinery to be kept in good working conditions, limiting idling.
• Dust controls, using water to control dust.

Soils, Groundwater Quality & Quantity

• Soils and groundwater will be managed in compliance with regulations including O. Reg 347 and O. Reg 406/19, Federal Contaminated Sites Action Plan (FCSAP) and Canadian Environmental Quality Guidelines (CCME), as applicable.

Surface Water Quality and Quantity

• Site-specific Erosion and Sediment Control Plan to be developed and adhered to.
• Emergency Preparedness and Response Plan to be developed and followed.

Vegetation

• Clearing and grubbing will be limited to the pipeline footprint.
• Site restoration and revegetation will be completed as soon as possible.

Terrestrial Wildlife and Habitat

• Vegetation removal will occur outside of the general nesting period for migratory birds wherever possible. If it cannot, pre-clearing surveys to be conducted by a qualified biologist.

The Greater Toronto Airports Authority is satisfied that the carrying out of the project is not likely to cause significant adverse environmental effects.

Therefore, the Greater Toronto Airports Authority may carry out the project, exercise any power, perform any duty or function, or provide financial assistance to enable the project to be carried out in whole or in part.
