In accordance with subsection 82 of the Impact Assessment Act, Environment and Climate Change Canada must determine whether the portion of the Sunrise Expansion Program (the Project) located on federal lands (i.e., Seabird Island Nation reserve lands) is likely to cause significant adverse environmental effects. To help inform this determination, public comments are invited until March 31, 2026, respecting that determination. All comments received will be considered public and may be posted online.

The Proposed Project

  • Westcoast Energy Inc. (Westcoast) is proposing the Sunrise Expansion Program in British Columbia. This project involves building approximately 137 kilometres (km) of 42-inch diameter natural gas pipeline, extending southwest of Chetwynd to the Canada-United States border near Sumas, British Columbia. 
  • Westcoast plans to route the CS-8B to CS9 pipeline loop through Seabird Island Band reserve lands. These reserve lands are federal lands, as defined in section 2 of the Impact Assessment Act.
  • For the works occurring on Seabird Island Band reserve lands, the proponent has applied to Environment and Climate Change Canada for a Species at Risk Act permit under section 73(3).
