Bedford Channel Dredge Material Placement on McMillan Island IR6 - Public Comments Invited
February 18, 2026 – Environment and Climate Change Canada intends to make a determination regarding whether the carrying out of the project is likely to cause significant adverse environmental effects.
To help inform this determination, Environment and Climate Change Canada is inviting comments from the public respecting that determination. All comments received will be considered public and may be posted online.

The Proposed Project
Seyem' Qwantlen Resources Ltd. (Seyem), a wholly owned subsidiary of Kwantlen First Nation, are proposing a new subdivision on McMillan Island IR 6, east of Glover Road. The scope of this project includes tree clearing and the placement of dredge materials on the future subdivision lot. The project area is approximately 15 ha.
Approximately 188,000 m3 to 376,000 m2 of sand will be dredged and hydraulically conveyed to the southside of McMillan Island by floating and/or submerged pipelines. Dredge materials will be transported to the subdivision lot via one of two potential methods: 1) piped directly to the subdivision site, and 2) piped to a stockpile location for dewatering, then trucked to the subdivision lot.
The proponent has applied to Environment and Climate Change Canada for a Species at Risk Act permit under section 73(3).
