Notice of Determination

February 6, 2026 – The Greater Toronto Airports Authority has determined that the proposed Air Canada Flight Ops Simulator Extension Project located at Toronto Pearson International Airport is not likely to cause significant adverse environmental effects.

This determination was based on a consideration of the following factors:

· Impacts on rights of Indigenous peoples.

· Indigenous knowledge.

· Community knowledge.

· Comments received from the public; and

· Technically and economically feasible mitigation measures.

 

Mitigation measures taken into account for this determination are:

General

  • All work to be conducted in compliance with the Toronto Pearson Airport Construction Code.
  • A Site-Specific Safety Plan to address common project-specific environmental effects including, but not limited to, dust suppression, noise management, waste management, spills protection, health and safety and proposed and contingent staging/hoarding area.

Water Quality and Quantity

  • Sediment and Erosion Control measures will be put in place.

Soil Management

  • Soil and groundwater investigated at the Site/Project Area was below the applicable Canadian Council of Ministers of the Environment (CCME) guidelines and Ministry of the Environment, Conservation and Parks (MECP) Ontario Regulation (O. Reg. 153/04) standards. Contaminated soil/groundwater is not anticipated to be encountered.
  • In the event that impacted soils are identified they will be managed according to federal and provincial legislation under the guidance of a Qualified Person (QP).
  • Any and all stockpiles will be stored on hard surfaces or layered underneath and covered by with plastic tarps or an impermeable geotextile cloth and secured from potential wind and leaching from precipitation.
  • Dewatering permits/Permit to Take Water prior to commencing the construction activities

Spill Management

  • Spill Prevention and Response Plan will be developed and adhered to for the project.
  • All machinery/tools to be in good working condition and free of fluid leaks.

Wildlife Management

  • Best management practices will be applied to ensure invasive species or the potential of invasive species are not introduced on site via equipment, materials, or worker/ construction vehicles.
  • Daily visual inspections/sweeps prior to starting up construction activities. If any wildlife species, especially species at risk (SAR) and/or SAR habitat features (e.g. nests) are observed during the construction project, work in the area must cease immediately and the Contractor must immediately notify Prime Consultant, Project Leader and Environmental Consultant/QP for additional guidance to avoid impacting the wildlife / SAR / habitat.
  • Timing/breeding/nesting windows may apply.

 

The Greater Toronto Airports Authority is satisfied that the carrying out of the project is not likely to cause significant adverse environmental effects.

Therefore, the Greater Toronto Airports Authority may carry out the project, exercise any power, perform any duty or function, or provide financial assistance to enable the project to be carried out in whole or in part.
