January 15, 2026 — The Department of National Defence must decide whether the proposed project is likely to cause significant adverse environmental effects.

To help inform this decision, the Department of National Defence is inviting comments from the public on the project and its potential effects on the environment. The Proposed Project

The Department of National Defence (DND) has proposed a project. The project involves the design, permitting, and construction of four permanent accommodation buildings at Camp Adazi, Latvia, including full site preparation, utilities, roads, and supporting infrastructure. Each building consists of one basement level and three storeys above grade, with an approximate footprint of 63 m × 14 m and a floor area of about 880 m2 per level, housing 38 accommodation units (pods) along with shared amenities such as kitchenettes, storage rooms, laundry facilities, lounges, and mechanical and utility spaces. The scope also includes site grading, landscaping, pedestrian pathways, internal access roads, and drainage to manage runoff, with wastewater from laundry, ablutions, and kitchenettes connected to existing sewage systems in compliance with Latvian codes; interior hallways will use motion-sensor lighting, and the project is planned for phased delivery with overall completion within two years, subject to permit approvals.
