Rogers communication tower - Vanterm
Notice of Determination
Vancouver, B.C. – May 29, 2025 – The Vancouver Fraser Port Authority has determined that the proposed Rogers communications tower - Vanterm located at the parking lot directly east of the Clarke Drive overpass, Vancouver, B.C. is not likely to cause significant adverse environmental effects.
The determination was based on a consideration of the following factors:
- Impacts on rights of Indigenous peoples
- Indigenous knowledge
- Community knowledge
- Comments received from the public
- Technically and economically feasible mitigation measures
Best efforts were made to consult with Musqueam Indian Band, S'ólh Téméxw Stewardship Alliance, Squamish Nation, and Tsleil-Waututh Nation. Comments were received from two First Nations related to archaeology.
The project was posted to the Canadian Impact Assessment Registry on February 19, 2025 for public comment. One comment was received that was outside the scope of the review of the proposed Project.
City of Vancouver and Metro Vancouver were notified. Metro Vancouver requested Issued for Construction (IFC) drawings and an updated geotechnical report. Applicant confirmed that they would provide them with IFC drawings and the updated geotechnical report prior to construction.
Mitigation measures and/or permit conditions taken into account in making the determination include:
- An appropriately qualified archaeological monitor will be on the Project site at all times during ground disturbing activities with the potential to intrude into native soils
- A chance find procedure will be developed for the project, be available in the immediate working area, and project personnel will be trained on response procedures in the event that archaeological resources are encountered
- A spill prevention, containment and clean-up plan will be developed for the project, be available in the immediate working area, and project personnel will be trained on spill prevention, containment, and clean-up
- Any suspected contaminated materials will be contained, tested and disposed of at appropriate licensed off-site facilities
- Soils and other materials brought to the site will be clean and free of environmental contamination, invasive species, and noxious weeds
The Vancouver Fraser Port Authority is satisfied that the carrying out of the project is not likely to cause significant adverse environmental effects.
