Shoreline rehabilitation - Roberts Bank Causeway
Notice of determination
Delta, B.C. – February 25, 2025 – The Vancouver Fraser Port Authority has determined that the proposed Shoreline rehabilitation – Roberts Bank Causeway, Delta, BC, is not likely to cause significant adverse environmental effects.
The determination was based on a consideration of the following factors:
- Impacts on rights of Indigenous peoples
- Indigenous knowledge
- Community knowledge
- Comments received from the public
- Technically and economically feasible mitigation measures
Best efforts were made to consult with Cowichan Tribes, Halalt First Nation, Lyackson First Nation, Malahat Nation, Musqueam Indian Band, Pauquachin First Nation, Penelakut Tribe, Semiahmoo First Nation, Stz'uminus First Nation, Tsartlip First Nation, Tsawwassen First Nation, Tsawout First Nation, Tseycum First Nation, Tsleil-Waututh Nation and Ts'uubaa-asatx. The themes raised were around:
- Mitigations to avoid and mitigate impacts on water quality, fish, vegetation, and wildlife
- Environmental monitoring
- Project design and scope of work
The project was posted to the Canadian Impact Assessment Registry on November 21, 2024, for public comment. Two comments were received regarding:
- Project location
- Feedback on biofilm near the proposed Project site and shoreline bird species
Westshore Terminals and Global Container Terminals were notified of the project. No comments were received.
Mitigation measures and/or permit conditions taken into account in making the determination include:
- Activities will be carried out in accordance with the environmental management plan, including environmental monitoring
- The works will not deposit a deleterious substance in water inhabited by fish, or affect fish or fish habitat in a manner contrary to the Fisheries Act
- All construction debris and waste materials will be collected in the immediate working area and disposed of at an appropriately licensed facility
- Materials brought to the site will be clean and free of environmental contamination, invasive species, and noxious weeds.
- A spill prevention, containment and clean-up plan will be developed for the project, be available in the immediate working area, and project personnel will be trained on spill prevention, containment, and clean-up
The Vancouver Fraser Port Authority is satisfied that the carrying out of the project is not likely to cause significant adverse environmental effects.
