Short-sea shipping facility - 855 Centennial Road
Notice of Determination
Vancouver, B.C. – July 9, 2025 – The Vancouver Fraser Port Authority has determined that the proposed Short-sea shipping facility – 855 Centennial Road, Vancouver, B.C. is not likely to cause significant adverse environmental effects.
The determination was based on a consideration of the following factors:
- Impacts on rights of Indigenous peoples
- Indigenous knowledge
- Community knowledge
- Comments received from the public
- Technically and economically feasible mitigation measures
Best efforts were made to consult with Cowichan Tribes, Halalt First Nation, Lyackson First Nation, Musqueam Indian Band, Penelakut Tribe, Snuneymuxw First Nation, S'ólhTéméxw Stewardship Alliance, Squamish Nation, Stz'uminus First Nation, Tsleil-Waututh Nation, and Ts'uubaa-asatx. The themes raised were related to wildlife and spills.
The project was posted to the Canadian Impact Assessment Registry on April 21, 2025 for public comment. Two comments were received, one of which was out of the scope of the project, the other related to wildlife.
City of Vancouver, Lantic Inc, Mercury Tug and Barge, Tymac Launch, BC Coast Pilots, and the South Shore Community Liason Committee were notified.
- City of Vancouver confirmed no concerns
- No comments were received from Lantic Inc, Mercury Tug and Barge, Tymac Launch, and the South Shore Community Liason Committee
- BC Coast Pilots confirmed no concerns, suggested coordination of barge transits with Mercury Tug and Barge
Mitigation measures and/or permit conditions taken into account in making the determination include:
- All works will be carried out in accordance with a construction environmental management plan
- Nest surveys will be conducted immediately prior to activities with the potential to affect birds and/or their active nests and eggs
- There will be no in-water works during the fisheries sensitive period from March 1 to August 15, inclusive
- No refuelling or maintenance activities will be conducted within 50 metres of a waterbody or in areas where run-off may potentially reach a waterbody
- A spill prevention, containment and clean-up plan will be developed and submitted for the project, be available in the immediate working area, and project personnel will be trained on spill prevention, containment, and clean-up
The Vancouver Fraser Port Authority is satisfied that the carrying out of the project is not likely to cause significant adverse environmental effects.
