Notice of Determination

North Vancouver, B.C. – February 25, 2025 – The Vancouver Fraser Port Authority has determined that the proposed Coast Salish demonstration garden located at Maplewood Flats, North Vancouver, BC is not likely to cause significant adverse environmental effects.

The determination was based on a consideration of the following factors:

• Impacts on rights of Indigenous peoples
• Indigenous knowledge
• Community knowledge
• Comments received from the public
• Technically and economically feasible mitigation measures

Best efforts were made to consult with Tsleil-Waututh Nation. No comments relating to the project were received.

The project was posted to the Canadian Impact Assessment Registry on January 13, 2025 for public comment. One comment outside of the scope of the project was received.

The District of North Vancouver was notified. No comments were received.

Mitigation measures and/or permit conditions taken into account in making the determination include:

• All works will be carried out in accordance with a construction environmental management plan
• All activities involving the use of concrete, cement, or other lime-containing construction materials will be conducted so that the materials do not enter the aquatic environment
• A spill prevention, containment and clean-up plan will be developed for the project, be available in the immediate working area, and project personnel will be trained on spill prevention, containment, and clean-up
• Soils excavated from the project site that are not suitable for backfill will be disposed of at appropriate off-site facilities
• A temporary construction sign located in the vicinity of the construction site will be installed to provide community members with information relating to the project, duration of construction, and any detours

The Vancouver Fraser Port Authority is satisfied that the carrying out of the project is not likely to cause significant adverse environmental effects.
