Dust filter modifications - Cargill
Notice of Determination
City of North Vancouver, B.C. – May 2, 2025 – The Vancouver Fraser Port Authority has determined that the proposed dust filter modifications located at 801 Low Level Road, North Vancouver is not likely to cause significant adverse environmental effects.
The determination was based on a consideration of the following factors:
- Impacts on rights of Indigenous peoples
- Indigenous knowledge
- Community knowledge
- Comments received from the public
- Technically and economically feasible mitigation measures
The project was posted to the Canadian Impact Assessment Registry on February 19, 2025 for public comment. At the close of the Registry public comment period, one comment was received that was outside the scope of the review of the proposed Project.
The City of North Vancouver were notified of the Project. The comments raised were:
- The North Vancouver City Fire Department (NVCFD) should be involved in the plan review.
- The terminals fire safety plan should be updated to reflect the new system and related fire safety considerations.
- That a construction fire safety plan be provided to the NVCFD prior to commencement of construction.
- If construction deviates outside the port authority's standard construction hours the City be notified of this.
- City construction permits maybe required.
- Requested details on environmental impacts, specifically noise and air quality, and how the new filters compare to existing ones in performance.
Permit conditions taken into account in making the determination include:
- For buildings, structures and proposed interior changes to buildings that are reviewable under the National Building Code and National Fire Code, the Permit Holder shall apply for a Port Authority Building Permit.
- All construction debris and waste materials will be collected in the immediate working area and disposed of at an appropriately licensed facility
- All construction equipment will be environmentally clean and properly maintained to prevent spills, invasive species, and noxious weeds
The Vancouver Fraser Port Authority is satisfied that the carrying out of the project is not likely to cause significant adverse environmental effects.
