Notice of Determination

Belcarra, B.C. – December 18, 2025 – The Vancouver Fraser Port Authority has determined that the proposed New private residential dock – Farrer Cove, Belcarra located at Lot B, Plan NWP5175, SEC 31, TOWNSHIP 39, NWD is not likely to cause significant adverse environmental effects

This determination was based on a consideration of the following factors:

  • Impacts on rights of Indigenous peoples
  • Indigenous knowledge
  • Community knowledge
  • Comments received from the public
  • Technically and economically feasible mitigation measures

Mitigation measures and/or permit conditions taken into account in making the determination include:

  • The submission of Issued for Construction drawings prior to commencing construction
  • A spill prevention, containment and clean-up plan will be developed for the project, be available in the immediate working area, and project personnel will be trained on spill prevention, containment and clean-up
  • All works will be carried out in accordance with the Overview Environmental Impact Assessment for proposed moorage system – Belvedere, Belcarra, BC (Lot B, Plan NWP5175, Sec 31, Township 39, NWD) provided by the Permit Holder
  • A slow-start to be implemented to allow for marine mammals and fish to vacate the area without intervention
  • A chance find procedure will be developed for the project, be available in the immediate working area, and project personnel will be trained on response procedures in the event that archaeological resources are encountered

The Vancouver Fraser Port Authority is satisfied that the carrying out of the project is not likely to cause significant adverse environmental effects. Therefore, the Vancouver Fraser Port Authority may carry out the project, exercise any power, perform any duty or function, or provide financial assistance to enable the project to be carried out in whole or in part.
