Notice of Determination

North Vancouver, B.C. – October 16, 2025 – The Vancouver Fraser Port Authority has determined that the proposed Old Cell House Demolition – Chemtrade Electrochem Inc. located at 100 Amherst Avenue, North Vancouver is not likely to cause significant adverse environmental effects

The determination was based on a consideration of the following factors:

  • Impacts on rights of Indigenous peoples
  • Indigenous knowledge
  • Community knowledge
  • Comments received from the public
  • Technically and economically feasible mitigation measures

Best efforts were made to consult with Musqueam Indian Band, S'ólh Téméxw Stewardship Alliance, Squamish Nation, and Tsleil-Waututh Nation. The comments that were received centered around air quality data after the demolition, using spill kits and monitoring refueling activities and the material that would be used for backfill.

The project was posted to the Canadian Impact Assessment Registry on August 11,2025 for public comment. One comment was received that was outside of the scope of the review of the project.

As approximately half of the building is located within the District of North Vancouver's jurisdiction, a notification letter was sent to the District to ensure that their permit requirements are being adhered to. The District advised that they will be processing a permit application and understand that permission from both the Port Authority and the District are required to facilitate the demolition of the building.

Mitigation measures and/or permit conditions taken into account in making the determination include:

  • Compliance and abidance of all applicable statutes, laws, regulations including all applicable environmental, labour and safety laws and regulations.
  • All works will be carried out in accordance with a construction environmental management plan.
  • A spill prevention, containment and clean-up plan will be developed for the project, be available in the immediate working area, and project personnel will be trained in spill prevention, containment and clean-up
  • Soils and other materials brought to the site will be clean and free of environmental contamination, invasive species and noxious weeds
  • No refueling or maintenance activities on non-road equipment within 30 metres of any waterbody

The Vancouver Fraser Port Authority is satisfied that the carrying out of the project is not likely to cause significant adverse environmental effects.
