Berth 1 and 2 maintenance dredging - PCT
Notice of Determination
City of Port Moody, B.C. – October 22, 2025 – The Vancouver Fraser Port Authority has determined that the proposed Berth 1 and 2 maintenance dredging - PCT located at 2300 Columbia St, Port Moody is not likely to cause significant adverse environmental effects.
The determination was based on a consideration of the following factors:
- Impacts on rights of Indigenous peoples
- Indigenous knowledge
- Community knowledge
- Comments received from the public
- Technically and economically feasible mitigation measures
Best efforts were made to consult with Kwikwetlem First Nation, Musqueam Indian Band, S'ólh Téméxw Stewardship Alliance, Squamish Nation, and Tsleil-Waututh Nation. Themes raised were:
- Environmental concerns around, marine mammals, pinniped, sessile or low motility invertebrates, water quality
- Concerns around archaeology potential
- The project was posted to the Canadian Impact Assessment Registry on August 18, 2025, for public comment. No comments were received.
- Mitigation measures and/or permit conditions taken into account in making the determination include:
- There will be no in-water works during the fisheries sensitive period from March 1 to August 15, inclusive
- Turbidity will be monitored and the physical activities will be conducted in a manner to avoid high induced turbidity of local waters
- An environmentally clean clamshell bucket will be used
- A spill prevention, containment and clean-up plan will be developed for the project, be available in the immediate working area, and project personnel will be trained on spill prevention, containment, and clean-up
- The barge and other support vessels will be prevented from grounding on the foreshore, riverbed or otherwise disturbing the foreshore or riverbed
- All equipment are to be maintained and in good mechanical condition and free of fluid leaks, invasive species, and noxious weeds
- All debris and waste materials will be collected in the immediate working area and disposed of at an appropriately licensed facility
The Vancouver Fraser Port Authority is satisfied that the carrying out of the project is not likely to cause significant adverse environmental effects.
